Introduction
The Communauté de communes du Pays de Stenay et du Val Dunois offers several grants designed to support the local economy: modernising shops, productive investments linked to employment, business takeover, recruiting people from back-to-work support schemes, RGE qualification, and creating or upgrading tourist accommodation. These are financing options to look into, not confirmation that each scheme is open or that an application will be accepted.
A local economic development policy
The communauté de communes presents business grants as a lever for creation, takeover, investment and modernisation. Its website lists in particular the ACCOR schemes for shops, business takeover, investment for employment, unusual accommodation, tourist furnished rentals and guest rooms, and the RGE label. It recommends contacting the relevant department for any project. Key point: the official website states that the investment project must be submitted in full before any expenses are committed. Main sources: the official “Aides aux entreprises” page and the “Développement économique” page.
1. Modernising a local shop
The shop grant targets small commercial, craft and service businesses meeting the regulation's criteria. The public fact sheet details possible expenses such as fitting-out, shopfront renovation and the purchase of specific non-production tools. The published criteria include in particular fewer than ten employees, annual or forecast turnover below one million euros, and a significant share of individual customers; certain activities are excluded. The exact amount is not presented consistently enough across the summary pages consulted to state it as a guaranteed cap. The grant is indicated as combinable with the regional ACCOR scheme under the published conditions, but combination must be confirmed for the same project.
2. Productive investment and job creation
The investment grant is intended for small businesses making productive investments linked to the net creation of a sustainable job. The catalogue and the public fact sheet indicate a grant of 20% of eligible expenses, capped at €5,000 for one job created and €10,000 for two or more jobs created. Only one application per calendar year is mentioned. Eligibility depends on the location, the status of the business, the expenses and the employment commitment. Have the sustainable employment criteria and the required supporting documents clarified before ordering equipment.
3. Taking over a business
The business takeover grant aims to contribute to the overall financing plan of a takeover and to preserve jobs. Two non-combinable forms are indicated: a repayable advance of €10,000 to €15,000, or a grant representing 10% of eligible expenses. The public fact sheet also details a possible bonus per job retained and specifies conditions on size, location, registration and maintaining the activity. The amount of the grant may be limited by the acquirer's equity or quasi-equity. The submission deadlines after the takeover must be checked in the applicable regulation; do not build your financing plan on the theoretical cap without validation.
4. Recruiting someone from a back-to-work support scheme
The employment bonus for people from back-to-work support workshops and projects (ateliers et chantiers d’insertion) supports certain recruitments of people coming from such support structures. The catalogue indicates €2,000 for a full-time permanent contract (CDI) or one of more than 24 hours per week, €1,000 for a part-time CDI of under 24 hours, and €500 for a full-time fixed-term contract (CDD) of at least one year. The fact sheet provides for an annual limit on recruitments and restrictions in the event of prior support for the same person. The documents proving the candidate's background, the contract durations and the non-renewal rules must be confirmed before recruiting on the basis of this grant.
5. Supporting construction businesses towards the RGE label
The RGE label grant targets construction businesses and craftspeople located in the area, with fewer than twenty employees according to the catalogue fact sheet. It indicates a grant of €300 per employee certified RGE, including the manager, with a limit of one application per applicant per year. Check the qualifications and certification bodies concerned, the certification supporting documents and the submission timetable. This grant can contribute to qualification costs, but the exact accepted expenses must be confirmed.
6. Investing in tourist accommodation
Two schemes target the tourism offering: the grant for tourist furnished rentals and guest rooms, for creation or upgrading, and the grant for unusual accommodation, intended to increase the accommodation offering in the area. For unusual accommodation, the catalogue indicates coverage of 25% of eligible expenses, capped at €24,000 per operator, with a possible bonus of €500 if a quality label such as Accueil Vélo is obtained. For furnished rentals and guest rooms, the amount depends on the project. The classification, quality, location, expense and activity-maintenance criteria must be confirmed in the regulation.
The seven grants in the Capital OS catalogue
The following seven fact sheets are associated with the communauté de communes in the reference database. The amount and eligibility data are provided for identification purposes and must be checked against the regulations in force. The official website also mentions a “leverage” grant intended for the public co-financing of projects supported by LEADER: check whether this grant or other complementary schemes should be added to the catalogue in a later reconciliation batch.

Preparing and submitting an application
- Contact the economic development department to confirm the right scheme and the version of the regulation. 2) Describe the project, its timetable, the economic benefits and the jobs created or maintained. 3) Prepare the SIRET number, the registration extract, the accounts, the quotes, the financing plan and the list of public grants received or applied for. 4) For an investment, submit a complete application before any expenses are committed: the official website explicitly requires this. 5) Obtain written confirmation of the eligible base, the rate, the cap and any obligation to maintain the activity. 6) Keep invoices, proof of payment and evidence of employment or certification.
Combining grants, timetable and points of caution
The grants depend on the regulations, the business's situation and the available funding envelopes. The combination rules and the applicable European regime, in particular de minimis where relevant, must be examined on the basis of the grants already obtained. Do not start an investment before submitting the complete application and receiving instructions from the processing department. For a business takeover, check in particular the deadlines after the takeover and the commitments to maintain employment or the activity.
