Financing your project in Ille-et-Vilaine: aid, calls for projects and support
Identify aid from the Département d'Ille-et-Vilaine, support for business creation and complementary funding depending on the applicant.
Introduction
The Département d'Ille-et-Vilaine publishes a catalogue of more than a hundred aid schemes, which can be filtered by profile and theme. Not all are aimed at businesses: some relate to welfare support, culture, education, associations, local authorities or employment integration. For business creators and takeover entrepreneurs, a specific support scheme exists for certain recipients of minimum welfare benefits, with referral to partner associations such as Bretagne Active, ADIE or PRESOL. The official catalogue is the starting point; each entry must then be read individually.
Who is this guide for?
The Département works with very different categories of beneficiaries: associations, local authorities and EPCIs, cultural players, employment integration structures, people in vulnerable situations and, for certain schemes, people creating or taking over a business. The fact that a person creates a business is not enough to make them eligible for departmental aid. The support scheme for business creation or takeover presented by the Département targets people receiving minimum welfare benefits or similar situations, who wish to be supported in their project. For already established companies, eligibility must be sought in regional, national, sector-based or intermunicipal economic schemes, unless a departmental entry explicitly targets businesses.
Support for business creation or takeover
The identified departmental scheme is aimed at people receiving minimum welfare benefits, notably RSA or ASS, who have a business creation or takeover project and wish for personalised support. The Département refers beneficiaries to partner organisations depending on the situation and the project: Bretagne Active, Entreprendre au féminin Bretagne, ADIE, PRESOL, EGEE, L'Exploratoire or We Ker, among others. The ADIE and PRESOL associations can award bonuses as part of this support. It is essential not to present these bonuses as a general grant from the Département open to any business. The Département's role here is to fund or organise targeted support, while the partners can provide operational assistance and, depending on their own scheme, financial aid.
Practical steps for the applicant
The applicant concerned must contact their RSA caseworker, a centre départemental d'action sociale (CDAS, local social action centre) or the professional supporting them. This person assesses the situation and refers them to the relevant association. The application must explain the planned activity, the viability of the project, the funding needs, the intended legal status and the support pathway. The person must also check whether the partner's bonus is actually open, which expenses it covers and whether it can be combined with other support. The application should not be limited to a business plan: it must clarify the support needs, the timetable for creation or takeover and the conditions for exiting the integration scheme.
Employment integration through economic activity
The Département also supports integration pathways through structures for employment integration through economic activity (SIAE), such as workshops and integration projects, intermediary associations, integration enterprises, temporary integration work agencies and GEIQs (employer groups for integration and skills development). These schemes aim to help people far from the labour market access employment and generally require referral by a case officer or social worker. For a business, the opportunity may be linked to a partnership, recruitment, subcontracting or cooperation with an integration structure. This does not correspond to a standard investment grant. In the database, the nature of the mechanism must be stated precisely so as not to surface an integration solution as financial aid to the business.
Associations, culture and local authorities
The departmental catalogue includes schemes dedicated to various beneficiaries and public policies, notably funds supporting community radio stations and support for culture and the languages of Brittany. Associations must check whether the application concerns operating costs, a specific action, a cultural project, an event or an investment. Local authorities and EPCIs must identify the aid specific to their remits. An association must not extrapolate its eligibility from aid aimed at local authorities, and a commercial business must not be classified as a beneficiary if the regulations do not allow it. Rounds may have a specific timetable, budget or criteria, sometimes set by council resolution. Keeping the link to each detailed entry and the exact dates is essential to avoid displaying a closed call as open.
Complementary funding for businesses
For investment, innovation, energy transition, recruitment, export or digital transformation needs, supplement the search with the Région Bretagne, ADEME, Bpifrance, France Travail, OPCOs, water agencies and EPCIs. These funders and operators must be recorded separately from the Département. Regional aid may concern a business based in Ille-et-Vilaine without being a departmental scheme. A Bpifrance loan or guarantee must not be labelled a "grant". Training aid funded by an OPCO must not be treated as cash-flow aid. Cumulation rules and any State aid schemes must be checked before proposing a combination of funding sources.
Building the application
Start by defining the exact applicant: an individual, a business being created, an already registered company, an association or a local authority. Then describe the project, the timetable, the expenses, the resources available and the expected result. For a supported creation/takeover, explain the eligibility situation for the pathway and the support needs. For an association, attach the projected budget, the accounts, the bylaws, the timetable for the action and the requested performance indicators. For a business seeking external aid, produce quotes, the financing plan, accounts, staff details and the data needed for SME qualification. Always check whether the application must be submitted before the project starts and whether the regulations require co-funding or a minimum level of self-financing.
Timetable and status of schemes
The catalogue is dynamic. A search result does not prove that the window is currently accepting applications. Calls for projects must be checked on the detailed page, with opening and closing dates, documents to produce, application procedures and contact details. For support schemes, check the partners' capacity to take on new beneficiaries and the specific conditions for any bonuses that may be awarded. If information is missing, record the status as "to be confirmed" along with a specific action, such as contacting the department or downloading the regulations. A completed round must remain in the history and must not be displayed as available.
Five leads to examine
- The "All Département aid" catalogue: an entry point to filter by profile and theme, then break down into individual entries. 2) Support for business creation or takeover: a scheme targeted at recipients of minimum welfare benefits, subject to conditions. 3) ADIE and PRESOL: partners that can award bonuses as part of the support, with their own criteria to check. 4) Aid for associations, community radio stations, culture and the languages of Brittany: examine the specific entries, rounds and eligible audiences. 5) Structures for employment integration through economic activity: a lead for employment pathways, partnerships and certain types of recruitment, but not a general grant. For businesses outside these categories, additionally look for regional, national and intermunicipal funding windows.
Points of caution
Do not confuse the number of aid schemes listed with the number of aid schemes accessible to a business. The Département exercises many social, cultural and territorial responsibilities; the catalogue does not correspond to a general economic investment fund. The bonuses mentioned may be awarded by a partner, not directly by the Département. Support may be conditional on the applicant's social situation and referral by a caseworker. For each entry, check the legal beneficiary, the funder, the operator, the expenses covered, the status of the window and the dates. Do not infer an amount from general communications, nor assume that a programme is open just because its page exists.
Official sources and updates
Main sources: the official catalogue "All Département aid", the entry on support for creation or takeover, and the entry dedicated to SIAEs. Use the links to partner associations to check the bonuses and support actually offered. For complementary economic aid, consult the official portals of the Région Bretagne, ADEME, Bpifrance and France Travail. When updating, note the date of consultation, any deadline, the contact details and the version of the regulations. If a page does not display a regulation or an amount, do not invent this information.
Quality note
An aid scheme will only be considered validated after individual verification of its official entry and status.
