Financing your project in Corse-du-Sud: public aid, agriculture and investment

Identify official schemes in Corse-du-Sud: agricultural aid, the Fonds vert, grants to local authorities and regional or national funding.

Introduction

Financing a project in Corse-du-Sud requires distinguishing between territorial aid, sector-based schemes, State programmes and regional or European aid. Corsica is organised around the Collectivité de Corse and State services; for economic aid, it is therefore important to avoid assuming the existence of a general, standalone window run by the Conseil départemental. The Corse-du-Sud prefecture pages mainly list investment grants aimed at local authorities and sector-based agricultural measures. This guide lists useful institutional entry points and proposes a method for verifying schemes. It does not claim that an aid is open until the criteria, the period and the regulations have been checked.

Who is this guide for?

This guide concerns projects based in the Département de Corse-du-Sud. The right starting point is to qualify the applicant: a commercial company, a sole trader, a farm, a cooperative, an association, a municipality or a public institution. The conditions for these categories are not interchangeable. For a business, the existence of a programme in the département does not prove that the business itself is a beneficiary: some funding is reserved for local authorities, other funding for farmers or specific sectors. This entry must therefore be used as a research pathway and not as a promise of a grant.

Understanding the funding landscape

For each project, distinguish between the Département, the regional authority, the State and its decentralised services, national operators, the European Union and intermunicipal bodies. The DETR, DSIL, FNADT and Fonds vert prefecture pages are aimed at municipalities, EPCIs and other eligible public applicants. They must not be recommended as a direct grant for a commercial company. Agricultural aid may be targeted by product, area, disaster and period. Aid managed locally may be funded by the Région or the State; the body publishing the page is not always the legal funder. This distinction is essential to avoid a company being directed towards an investment grant reserved for a municipality, or towards compensation intended for a farm that has suffered a recognised disaster.

Direct aid and programmes to check

The institutional sources identified are: the 2026 guide to State grants, the 2026 DETR/DSIL/FNADT/Fonds vert call for projects, the agricultural pages and the Collectivité de Corse's schemes. These pages are the entry points to examine first. A portal page may list several measures whose rules, dates and beneficiaries differ. For each one, note the regulations, the version and date, the round status, the nature of eligible expenses, any rate and cap, the State aid scheme, the cumulation rules and the required documents. If an element is not indicated by an official source, leave the field as "to be confirmed" rather than filling it in by inference.

Productive investment and property

For an equipment investment, a workshop, production machinery or a property project, prepare a functional description and a budget broken down by item. Expenses may be treated differently depending on whether they are works, new equipment, second-hand equipment, project management fees, land acquisition or intangible expenses. For business premises, the responsibility may lie with the Région or the EPCI rather than the Département; check the local agreement and the aid regulations before attributing the lead to the right funder. Businesses in difficulty or projects already under way may be excluded from certain schemes. The application must specify the start date and keep proof of submission and acknowledgement of receipt.

Agriculture, agri-food and forestry

Agricultural projects require a separate search: setting up, modernisation, livestock, processing, direct sales, agritourism, irrigation, agroecology, forestry or compensation for climate hazards. CAP and FEADER aid and sector-based measures are not all funded by the Département. Check the applicant's status, main or secondary farming status, farm references, location, expenses, round dates and retention commitments. Emergency or post-disaster compensation measures can only be used if the disaster, the products and the municipalities are expressly recognised and if the window is open on the date of application.

Ecological transition, water and energy

For energy efficiency, decarbonisation, water management, waste reduction or ecological restoration projects, look for aid from ADEME, the relevant water agency, the Région and national programmes. The river basin and the exact scheme must be identified before mentioning a water agency. Business projects may involve a diagnostic, an investment grant, an advance, a loan or technical support; these forms must be distinguished. Do not present a national fund or a round reserved for local authorities as a universal window for businesses.

Tourism, trade and services

Trade, tourism and service projects must be analysed according to the business model and location. For accommodation, a restaurant, a leisure activity or a shop, examine modernisation programmes, property, accessibility, energy transition, digitalisation and sector-based calls for projects. Check whether the aid targets a sole trader, a company, an association or a local authority. Territorial coordination or tourism promotion funds may be aimed at tourist offices, associations or local authorities and do not automatically fund the commercial expenses of a hotel or restaurant.

Employment, recruitment and development

A recruitment project must be treated separately from an investment. Check whether the instrument targets net job creation, the hiring of a specific group, training, integration or the continuation of activity. Employment aid may be conditional on the type of contract, the retention period, the number of hours and the absence of prior redundancies. Training aid may fall under an OPCO or the Région. For growing businesses, supplement with Bpifrance schemes and regional aid for innovation, export or modernisation, keeping their status as partner funders rather than attributing them to the Département.

Preparing the application

Prepare an application for each project with: a presentation of the business and its beneficial owners, a registration extract, recent accounts, tax and social security status, a description of the need, detailed quotes, a timetable, a financing plan, the amount of other public aid, and performance indicators. For a local authority or an association, add the council resolution, the bylaws and the documents specific to the applicant. For agriculture, attach the farm documents and the proof of production or disaster requested. The financing plan must distinguish aid requested, aid already granted, loans, own contribution and expected revenue. Keep the versions of the regulations used when applying.

Timetable, cumulation and expenses incurred

Do not assume that a programme is open just because it is still present on the official website. Look for a closing date, an application period, an available budget envelope and any recent decision. Some schemes prohibit incurring expenses before the application or the acknowledgement of receipt; others require a selection committee. Check the cumulation rules, aid intensity caps, the de minimis regime and any publicity or investment retention obligations. An old emergency aid must remain historical if the round is closed. The database must keep closed schemes to track reopenings, without displaying them as immediately available.

Priority leads and verification method

The starting leads are listed in the tracking tab of this entry. For each lead, the initial status is deliberately cautious: "to be checked individually", "public beneficiary" or "round to be confirmed". Validation must establish the official name, the legal funder, the case-handling operator, the beneficiaries, the expenses, the rate or cap, the dates, the procedure, the supporting documents and the verification date. The 2026 round of the Fonds vert is announced as open to local authorities via Aides-Territoires. In July 2026, the prefecture also published a national solidarity compensation procedure for certain crop losses and eligible municipalities: this round was time-limited and must not be considered open after its closing date without a new publication. An entry should only move to "verified" status after these elements have been reconciled with sufficiently precise regulations or an official page.

Points of caution for Capital OS matching

The matching engine must avoid false positives linked to simple geographic presence. An agricultural scheme should only be offered to matching farmers; a DETR/DSIL/FNADT/Fonds vert grant is generally intended for public applicants under its regulations; a tax exemption depends on the zone and sometimes a local council resolution; employment aid depends on the contract and the targeted group. Use legal status, activity, location, type of expense, timetable and funder category as separate conditions. Unknown fields must remain unknown rather than becoming implicit positive criteria.

Quality note

The recorded leads are research leads and not automatically open aid. Closed or historical schemes must be labelled as such; amounts, rates, dates and conditions are never extrapolated. For the Corsican départements, the Collectivité de Corse and State services are major contacts: do not invent a general Département aid when the responsibility or programme lies with another body.

Practical case: a private business investing

A company wanting to renovate a workshop, create a tourism business or reduce its energy consumption should not automatically submit a DETR or DSIL application. These State investment grants are aimed at local authorities and public applicants meeting the guide's criteria. For a business, start with the nature of the investment and look for the appropriate window: economic aid from the Collectivité de Corse, ADEME programmes, aid from the relevant water agency, Bpifrance instruments, national sector-based measures and, if the municipality is classified under France Ruralités Revitalisation, any tax exemptions. Each lead has its own instrument and conditions. A tax exemption is not a grant paid into a bank account and may depend on a local council resolution, the date of creation or takeover, the activity and the exact location.

The investment application must include quotes, the timetable, accounts, jobs, other funding and the State aid scheme. Do not commit to the expense until the rule on prior timing for the relevant window is known. For an energy or water management project, first check whether the scheme targets a private business, a local authority or a public project owner. Water agencies fund operations determined by the river basin programme, not any expense with an environmental effect. For ADEME, the applicant's category, the sector, the size of the business and technical maturity may condition eligibility. Bpifrance loans and guarantees must be recorded as financial instruments and not as grants.

Corsica's institutional structure makes checking the legal funder particularly important. The prefecture pages document State procedures, but do not prove that a standalone Conseil départemental has a general scheme. Regional economic schemes frequently fall under the Collectivité de Corse. The catalogue should therefore direct towards the relevant portal, then record the official name of the aid and its regulations. If the lead is not confirmed, it must remain a research lead, with no invented rate or cap.

Practical case: a farm affected by a hazard

For a farm suffering a crop loss, the first question is whether an event, the products and the municipalities have been officially recognised. National solidarity compensation is not general aid for agriculture: it depends on recognition of the losses, eligible products, location and an application period. The Corse-du-Sud publication of 21 July 2026 concerned certain crops and losses linked to an earlier drought, with a defined application period. This round must be classified as historical once the deadline has passed, unless a new decision is made. For the current round, consult the prefecture pages, the DDT (departmental territorial directorate) and the agricultural online procedure, then read the order and the farmer's guide. Do not automatically reuse the municipalities or crops from an earlier round.

Prepare the farm's identification details, area declarations, production documents, proof of losses, yield data and the requested supporting documents. If the scheme is based on a loss threshold or administrative recognition, the documents establishing these criteria must be kept. An old page can be used to find the operator, but not to conclude that the window is open or that the conditions are the same this year. Crisis measures, crop insurance, CAP aid and agricultural modernisation programmes are different schemes, with distinct conditions and timetables.

If the round is closed, keep the entry for the historical record and for monitoring, but block any recommendation of it as immediately available aid. In the event of a new drought or another disaster, look for a new order before reactivating the entry. This method prevents compensation linked to a past crisis from being offered to every farm in the département.

Building the financing plan and choosing the right window

The financing plan must separate grants, tax exemptions, loans, guarantees and compensation. For a private business, list the expenses with quotes, the planned order date, the works timetable, own contributions and loans. For an agricultural project, add the farm's references, production documents and, where a disaster is invoked, the recognition order and proof of losses. For a municipality or a public institution, include the council resolution, authorisations, the public procurement timetable and the elements required by the DETR/DSIL/FNADT/Fonds vert guide. The applicant must check with the case-handling authority the rule on prior timing of expenses and the cumulation conditions. The same expense must not be funded twice, and the State aid scheme must be checked when a company receives economic aid. For FRR exemptions, identify the municipality, the date of creation or takeover, the activity, the legal conditions and any local council decisions. The catalogue entry must indicate the exact instrument and status: a tax advantage must not be displayed as a grant. In the absence of current regulations, keep the lead as "to be documented" and do not invent a rate, a cap or an opening date.

The Fonds vert and the DETR/DSIL/FNADT grants must remain in a pathway intended for local authorities and eligible public applicants. For businesses, add links to the Collectivité de Corse's economic programmes and national operators, but only after identifying the precise scheme and its official source. For agricultural aid, keep the history of the national solidarity compensation published in July 2026 without presenting it as currently open aid if the application period has passed. FRR exemptions require checking the zoning and, in some cases, local decisions; they must be presented as conditional tax advantages, not as grants. A body's home page is not enough to validate an aid. The article will be truly complete once the current regulations for all relevant leads have been examined, the beneficiaries verified and the statuses dated. In the meantime, the guide provides a method and sourced entry points, but must not promise automatic eligibility.
