Financing your project in Haute-Corse: agricultural grants, Fonds vert and public schemes
A research guide to grants in Haute-Corse: agriculture, the CAP, grants to local authorities, and national or regional funding to be verified.
Introduction
Financing a project in Haute-Corse requires distinguishing between local-authority aid, sector-specific schemes, State programmes, and regional or European grants. In Corsica, economic schemes are often run by the Collectivité de Corse, the State, the Region (in the sense of the powers exercised by the Collectivité), or national operators. The Haute-Corse prefecture's pages provide entry points for agricultural matters and guides to grants for local authorities, but they do not constitute a general catalogue of direct aid to businesses. This guide lists the useful institutional entry points and sets out a method for verifying schemes. It does not claim that a grant is open until the criteria, the period, and the regulations have been checked.
Who is this guide for?
This guide concerns projects located in the Département de Haute-Corse. The right starting point is to qualify the applicant: trading company, sole trader, farm, cooperative, association, municipality, or public body. The conditions attached to these categories are not interchangeable. For a business, the existence of a programme in the department does not prove that the business itself is a beneficiary: some funding is reserved for local authorities, some for farmers, or for specific sectors. The fact sheet should therefore be used as a research pathway, not as a promise of a grant.
Understanding the funding landscape
For each project, distinguish between the Département, the regional authority, the State and its decentralised services, national operators, the European Union, and inter-municipal authorities. The prefectural guide from March 2026 covers DETR, DSIL, FNADT, and Fonds vert, which target public-sector projects. Several accessible agricultural pages are historical or linked to past campaigns: check the current timetable before marking a sheet as 'open'. A locally managed grant may be funded by the Region or the State; the body that publishes the page is not always the legal funder. This distinction is essential to avoid directing a company towards an investment grant reserved for a municipality, or towards compensation intended for a farm that has suffered a recognised disaster.
Direct aid and programmes to check
The institutional sources identified are: the State's practical grants guide, the CAP online-declaration pages, agricultural procedures, and the Collectivité de Corse's pages. These pages are the entry points to examine first. A portal page may list several measures whose rules, dates, and beneficiaries differ. For each one, note the regulation, its version and date, the campaign status, the nature of eligible expenses, any rate and cap, the State-aid regime, the combinability rules, and the required documents. If an item is not specified by an official source, leave the field marked 'to be confirmed' rather than filling it in by inference.
Productive investment and property
For an equipment investment, a workshop, production equipment, or a property project, prepare a functional description and a line-by-line budget. Expenses may be treated differently depending on whether they are works, new equipment, second-hand equipment, project-management fees, land acquisition, or intangible expenses. For business property, the relevant authority may be the Region or the EPCI (inter-municipal body) rather than the Département; check the local agreement and the scheme's regulations before attributing the lead to the correct funder. Businesses in difficulty, or projects that have already started, may be excluded from certain schemes. The file must state the start date and keep proof of submission and acknowledgement of receipt.
Agriculture, agri-food, and forestry
Agricultural projects require separate research: setting up, modernisation, livestock, processing, direct sales, agritourism, irrigation, agroecology, forestry, or compensation for weather-related events. CAP aid, FEADER aid, and sector-specific measures are not all funded by the Département. Check the applicant's status, whether farming is their main or secondary activity, their farm references, location, expenses, campaign dates, and commitments to maintain the investment. Emergency or disaster-compensation measures can only be used if the disaster, the crops, and the municipalities are expressly recognised and if the window is open on the date of application.
Ecological transition, water, and energy
For energy-efficiency, decarbonisation, water-management, waste-reduction, or ecological-restoration projects, look for aid from ADEME, the relevant water agency, the Region, and national programmes. The river basin and the exact scheme must be identified before citing a water agency. Business projects may fall under a diagnostic, an investment grant, an advance, a loan, or technical support; these forms must be distinguished. Do not present a national fund or a campaign reserved for local authorities as a universal window for businesses.
Tourism, retail, and services
Retail, tourism, and services projects must be analysed according to the business model and location. For accommodation, a restaurant, a leisure activity, or a shop, examine modernisation programmes, property, accessibility, the energy transition, digitalisation, and sector-specific calls for projects. Check whether the aid targets a sole trader, a company, an association, or a local authority. Territorial-promotion or tourism-promotion funds may be intended for tourist offices, associations, or local authorities, and do not automatically fund the commercial expenses of a hotel or restaurant.
Employment, recruitment, and development
A recruitment project must be treated separately from an investment project. Check whether the instrument targets net job creation, the hiring of a specific group, training, integration, or maintaining activity. Employment aid may be conditional on the type of contract, the length of time the job must be maintained, the number of hours, and the absence of a prior economic dismissal. Training aid may fall under an OPCO or the Region. For growing businesses, supplement with Bpifrance schemes and regional aid for innovation, export, or modernisation, keeping their status as partner funders rather than attributing them to the Département.
Preparing the file
Prepare a file per project including: a presentation of the business and its beneficial owners, a registration extract, recent accounts, tax and social-security status, a description of the need, detailed quotes, a timetable, a financing plan, the amount of other public aid, and performance indicators. For a local authority or an association, add the resolution, the articles of association, and documents specific to the applicant. For agriculture, attach farm documents and the required proof of production or of the disaster. The financing plan must distinguish aid requested, aid already granted, loans, own contribution, and expected revenue. Keep the versions of the regulations used at the time of application.
Timetable, combinability, and expenses already incurred
Do not assume that a programme is open simply because it is still present on the official website. Look for a closing date, an application period, an available budget envelope, and any recent decision. Some schemes prohibit incurring expenses before the application or the acknowledgement of receipt; others require selection by a committee. Check the combinability rules, intensity caps, the de minimis regime, and any obligations regarding publicity or maintaining the investment. An old emergency grant should remain historical if the campaign is closed. The database must keep closed schemes to track reopenings, without showing them as immediately available.
Priority leads and verification method
The starting leads appear in this fact sheet's tracking tab. For each lead, the initial status is deliberately cautious: 'to be verified individually', 'public beneficiary', or 'campaign to be confirmed'. Validation must establish the official name, the legal funder, the processing operator, the beneficiaries, the expenses, the rate or cap, the dates, the procedure, the supporting documents, and the verification date. The State's prefectural grants guide was updated in March 2026. CAP aid may cover decoupled aid, coupled aid for crops, the ICHN (allowance for natural handicaps), organic farming, agri-environmental and climate measures (MAEC), and harvest insurance, depending on the criteria and the Télépac campaign. Old Covid or energy emergency measures must not be presented as open without a new official act. A fact sheet should only move to 'verified' status once these elements have been cross-checked against a sufficiently precise regulation or official page.
Points of caution for Capital OS matching
The matching engine must avoid false positives based on mere geographic presence. An agricultural scheme should only be offered to matching farmers; a DETR/DSIL/FNADT/Fonds vert grant is generally intended for public-sector applicants under its regulations; a tax exemption depends on the zone and sometimes on a local resolution; employment aid depends on the contract and the targeted group. Use legal status, activity, location, type of expense, timetable, and funder category as separate conditions. Unknown fields should remain unknown rather than become implicit positive criteria.
Quality note
The leads recorded are research leads, not grants that are automatically open. Closed or historical schemes must be labelled as such; amounts, rates, dates, and conditions are never extrapolated. For Corsican departments, the Collectivité de Corse and State services are key contacts: do not invent a general Département grant when the competence or programme actually belongs to another body.
Case study: a farm and CAP aid
For a farmer, the prefectural fact sheet on CAP online services sets out the main categories of application: decoupled aid, coupled aid for crops, the ICHN, organic farming, MAEC, and harvest insurance. This does not mean that all these measures are open to every file, nor that a previous year's scale still applies. Eligibility depends on the campaign, the plots, the crops, the farm's status, the commitments, and the regulatory notices. The Télépac procedure is the point of application for the relevant requests; the Direction départementale des territoires can provide clarification on the campaign. For the ICHN, the criteria of disadvantaged area, surface area, production, farm income, and traceability are decisive.
Information available on an old page can help identify the measure, but must not replace the current regulations and scales. The file must bring together plot references, proof of activity, the required declarations, and production supporting documents. In the event of loss linked to a weather-related event, consult separately the recognition orders and compensation procedures: annual CAP aid and disaster compensation are not the same thing. Setting-up, modernisation, investment, or processing aid may fall under different windows, depending on the measure and the managing authority.
To avoid errors, the article must direct the reader to the official online services and the relevant department, then distinguish seasonal aid from historical measures. A measure published in 2022 following the health crisis must not be presented as available in 2026 without a new source. Tracking must record the publication date, the consultation date, the crops concerned, the location criteria, the timetable, the required documents, and the submission address. If any of these elements is not confirmed, keep a 'to be verified' status rather than displaying a positive recommendation.
Case study: a local authority renovating a facility
A municipality or public body preparing to renovate a building, bring a facility up to standard, or carry out an ecological-transition project can look at the DETR, DSIL, FNADT, and Fonds vert grants where the regulations target its status and project. The Haute-Corse guide, updated in March 2026, brings together the procedures and criteria for the relevant schemes. The annex specific to each measure must be read: the fact that a project is ecological or useful to the area is not enough to make it eligible. Files must describe the public need, the project's maturity, the cost, the timetable, the authorisations, the financing plan, and the performance indicators.
The project owner must also comply with public-procurement rules, expense traceability, publicity obligations, and payment arrangements. A business that subsequently responds to a public tender is paid under that tender; it is not automatically the beneficiary of the grant awarded to the municipality. In the catalogue, record the local authority as the beneficiary and the company as a potential service provider only if a public-procurement procedure establishes this. For private projects, look for separate investment-aid, ecological-transition, or bank-financing schemes, and check their own criteria.
Beneficiary status must be a mandatory matching filter. DETR, DSIL, FNADT, and Fonds vert fact sheets must be classified as aid for public-sector applicants when they fall under these rules. The amount of a grant awarded to a municipality must not be presented as the amount a business could claim. It is also necessary to distinguish the authority that launches the call, the operator that processes it, the final beneficiary, and the businesses that may take part in the works. This breakdown makes recommendations more reliable and prevents false positives for commercial businesses.
Preparing supporting documents and avoiding qualification errors
The file must be adapted to the scheme and the applicant. For CAP aid, prepare area declarations, plot references, production details, and the documents required by the annual notice. For compensation measures, attach only the documents requested in the order and the guide for the current campaign; the conditions of a previous campaign must not be copied without verification. For grants intended for local authorities, bring together the resolution, the financing plan, quotes, the timetable, authorisations, and the public-procurement documents set out in the guide. The processing authority may request additional documents. Check the rule on the timing of expenses and keep proof of submission. The catalogue must show separately the legal funder, the operator, the final beneficiary, and the category of support. A municipality that receives a grant and the business that carries out the works are not the same beneficiary. Annual agricultural aid, disaster compensation, and a tax exemption are likewise three different instruments. If a source is old, it serves to identify the programme but confirms neither its being open nor its current criteria. Update the fact sheet only after finding the regulations, the campaign, and the submission window currently in force.
