Financing your project in Haute-Vienne: agricultural aid, setting up, and diversification

An overview of Haute-Vienne grants: setting up in farming, diversification into market gardening, CUMA investments, and territorial co-financing. Conditions and official sources.

Introduction

The Département de la Haute-Vienne offers several targeted schemes for farms and work-integration social enterprises: a start-up bonus, collective investments by CUMAs (farm equipment cooperatives), diversification into market gardening and fruit growing, as well as complementary support for certain regional calls for projects. Businesses must check the type of beneficiary and the opening period for each scheme.

Who is this guide for?

Farmers established or in the process of setting up in Haute-Vienne, CUMAs, work-integration social enterprises (SIAE), and promoters of territorial projects. Agricultural schemes are not general grants open to all businesses.

Understanding who funds what

The schemes described below are directly run by the Département when it is named as the funder. Some co-financing depends on a call for projects from the Région Nouvelle-Aquitaine; they must not be presented as open when the Region is not publishing a corresponding call.

Departmental start-up bonus

The Département states a maximum bonus of €6,000 for certain new and young farmers who are beneficiaries of the regional 'new and young farmers' grant (DNJA). The official fact sheet details a base amount and top-ups depending on environmental certification. Check the age and start-up criteria, the DNJA, and available funds before applying.

Diversification into market gardening and fruit growing

This scheme aims to develop market gardening, soft fruit, and fruit growing. The official page indicates an eligible-expense base of €3,000 to €40,000 excluding VAT, a rate of 20%, and a 5% top-up for organic farming, with caps over 24 months. These parameters must be confirmed against the regulations in force.

Work-integration social enterprises

A specific grant may support work-integration social enterprises (SIAE) that diversify into agricultural activity. The departmental fact sheet indicates a rate capped at 30% of eligible expenses, with a conditional organic-farming top-up, and labelling/certification requirements. This aid must not be extended to any association or business in general.

CUMA investments

The Département supports equipment investments made collectively by CUMAs. The exact expenses and arrangements depend on the regulations in force; amounts are not reproduced without confirmation of an applicable scale.

Regional agricultural co-financing

The Département may top up certain regional calls for projects for processing and marketing of agricultural products and for livestock watering. The official page states that no eligible regional call for this top-up is currently on offer as of the consultation date: do not present this line as open.

Support for struggling farms

The 'Agri-accompagnement' scheme coordinates technical, economic, and social support with several partners. It is primarily a support and referral service, not an automatic grant.

Expenses and supporting documents

Prepare a project description, quotes, a financing plan, identification details for the farm or organisation, the required certificates, and certification supporting documents. Do not commit to expenses before checking the rules on when work may start.

Combining aid and State aid

Check public-aid caps, applicable de minimis regimes, and the rules for combining aid with regional or national grants. The same expense cannot be funded twice beyond what the rules allow.

How to apply

Start from the scheme's official fact sheet and follow the corresponding application form. Opening dates, available funds, and payment arrangements must be confirmed with the Département before applying.

Points of caution

Agricultural schemes are targeted, and complementary regional aid depends on published calls. A maximum amount shown on a descriptive page implies neither permanent availability nor an automatic right to the aid.
