Financing your project in Seine-Maritime: territorial grants, renovation and calls for projects
Identify territorial grants in Seine-Maritime, support for municipalities and intercommunalities, and complementary funding suited to your project.
Introduction
The Département de la Seine-Maritime works in particular on territorial and social solidarity, and may grant investment aid to municipalities and intercommunalities. These grants may cover studies, works, accessibility of public buildings, or energy renovation. They do not constitute a general grant for private companies. For a company, it is necessary to distinguish schemes directly open to it from grants reserved for public project owners, co-financed national programmes, and public procurement.
Who is this guide for?
Municipalities and EPCIs, associations and territorial project stakeholders depending on the rules, as well as companies seeking economic funding or a market opportunity. Companies must verify the eligibility of the applicant for the specific scheme.
Understanding who funds what
Investment grants from the Département can support local authorities in their projects. Partnerships may bring together the State and national agencies, for example in the revitalization of small towns or urban renewal. It is necessary to identify the funder, the reviewing body, and the final beneficiary, without attributing a national programme's funding to the Département.
Grants and schemes to review
The leads listed below must be qualified by rules and beneficiary. Grants intended for local authorities or urban development must not be presented to a company as a direct grant.
1. Direct grants and targeted schemes
• Investment aid for municipalities and intercommunalities: development/urban planning studies and works under the departmental framework. • Accessibility of public buildings: support for projects carried out by local authorities, depending on the scheme and rules in force. • Energy renovation of public buildings: aid possibly available to the public project owner; check the rules and co-financing. • Petites Villes de demain and urban renewal: partnership programmes between the State, local authorities and operators, to be qualified according to the project. • Departmental public contracts: contract opportunities for companies, distinct from grants.
2. Territorial and sector-based grants
The main documented areas concern local public investment, development, urban planning, accessibility, energy renovation, and territorial revitalization. For a private project, first look at the Région Normandie, EPCIs, State grants, and specialized operators, then check whether the Département has its own scheme for the sector.
3. Regional, national and European funding
Examine Région Normandie schemes, State programmes, ANRU for projects falling under urban renewal, ANCT, and relevant national schemes. The presence of a partnership programme in the territory does not mean that any local company can apply directly.
Potentially fundable expenses
For the territorial grants identified: development studies, urban planning, works on public buildings, accessibility and energy renovation, depending on the rules. Private companies' expenses are not presumed eligible.
Eligibility conditions to verify
Confirm the project owner, the location, the nature of the works, the application timeline, the cumulation rules, the resolution (délibération), and the technical documents. For national programmes, check the eligible applicant and the exact role of each partner.
Timeline and scheme status
The framework for aid to local authorities is confirmed by the Département's official documentation, but the opening of each line and the annual budget allocations must be checked before applying. No scheme is marked as 'open' here without a dated campaign sheet.
Documents to prepare
Project presentation, projected budget, financing plan, quotes, timeline, technical studies, the local authority's resolution, proof of the project owner's status, and documents required by the rules.
Research method
- Identify the funder and the final beneficiary; 2) find the current rules; 3) check rates, caps and dates; 4) check cumulation with State/ANRU/ANCT programmes; 5) keep the official source and the verification date.
Next update
Obtain the current departmental rules and their dates, identify the 2026-2027 campaigns, check partnership territorial programmes, and add private grants from the Région and EPCIs.
