Financing your project in Vienne: departmental grants, agriculture, and territorial investments

Discover departmental grants in Vienne: agriculture, territorial investment, tourism, and partner schemes. Conditions, beneficiaries, amounts, and official sources.

Introduction

Vienne has targeted departmental schemes in agriculture, local food, and territorial investment. Economic aid for companies must be analyzed in light of shared jurisdictions and agreements with the Région Nouvelle-Aquitaine. The ACTIV' programme supports territorial projects carried by local authorities; it is not a generic aid for private companies.

Who is this guide for?

This guide is for companies, farms, local economy organizations, and project leaders based in the département. Eligibility depends on the scheme: a grant mentioned in a territorial guide may be reserved for municipalities, EPCIs, pastoral associations, or other organizations, and not for commercial companies.

Understanding who funds what

Four categories must be separated: (1) grants awarded directly by the Département; (2) schemes co-financed with the Région or the State; (3) national or European grants accessible locally; (4) funding from partner operators such as Initiative. Location alone is not enough to turn a regional or national grant into a departmental one.

Direct departmental grants

Direct grants must be identified from the Département's rules, an official grant page, or a call for projects. Check the legal beneficiary, eligible expenses, the rate, the cap, application dates, required documents, and cumulation rules. When these parameters are not published on a summary page, the page must explicitly state that they remain to be confirmed.

Agricultural and rural grants

Farms may be covered by specific schemes: modernization, on-farm processing, pastoralism, short supply chains, animal health, or support in case of difficulties. These grants may depend on active-farmer status, location, land area, production types, a PACAGE number, a call for projects, or Région/State co-financing. Always check which body actually reviews the application.

Territorial investments and tourism

Territorial investment programmes and tourism grants are frequently reserved for municipalities, EPCIs, public institutions, or public owners. A private company may sometimes be an indirect beneficiary, for example as the operator of a facility, but it must not be considered eligible without an explicit provision in the rules.

Complementary funding

When the Département has no suitable scheme, look into grants from the Région Nouvelle-Aquitaine, national schemes (France 2030, ADEME, Bpifrance, FranceAgriMer, agricultural schemes), and European funds.

How to prepare your application

Before committing expenses, prepare a project description, a financing plan, quotes, recent accounts, a registration extract, information on headcount and turnover, the location of the investments, and sector-specific supporting documents. Do not start incurring expenses before checking whether the rules require a prior application or prohibit operations already under way.

Checking the status of a grant

A presentation page does not guarantee that a scheme is open. Check the deadline, the budget available, the rules in force, and the application channel. Closed annual calls should remain useful for historical reference, but must not be displayed as currently available.

Cumulation and aid regime

Cumulation rules depend on the scheme, the applicable State aid regime, and whether the same expenses are being funded. Keep references to de minimis rules, the RGEC, or agricultural regimes only when they are specified by the official source. If no detail is available, state 'to be checked in the rules' rather than assuming cumulation is allowed.

Points of caution

Do not confuse a grant, a repayable advance, an honor loan (prêt d'honneur), a guarantee, an exemption, support, and funding from an operator. An amount announced for a collective project or a platform is not an individual grant guaranteed to each company. Grants for local authorities must be directed to the relevant public applicants.

Schemes identified in this batch

The associated tracking table details the schemes identified in official sources, their actual funder, beneficiaries, conditions, the known amount, and verification caveats. Entries whose rules or period remain to be confirmed stay marked as such and must not be presented as open without further verification.
