Financing your project in Deux-Sèvres: departmental grants, agriculture and tourism

Discover departmental grants in Deux-Sèvres: agriculture, territorial investment, tourism and partner schemes. Conditions, beneficiaries, amounts and official sources.

Introduction

Deux-Sèvres has a departmental catalogue of grants, notably via the Contrats Ambition Deux-Sèvres (CADS). Several agricultural schemes target on-farm processing, direct sales and market gardening. Some territorial and tourism grants are reserved for local authorities: they must not be offered as business grants.

Who is this guide for?

This guide is for businesses, farms, local economy structures and project leads based in the department. Eligibility depends on the scheme: a grant mentioned in a territorial guide may be reserved for municipalities, EPCIs, pastoral associations or other bodies and not for commercial companies.

Understanding who funds what

Four categories must be separated: (1) grants awarded directly by the Département; (2) schemes co-financed with the Region or the State; (3) national or European grants accessible locally; (4) funding from partner operators such as Initiative. Being located in the department is not enough to turn a regional or national grant into a departmental grant.

Direct departmental grants

Direct grants must be identified from a Département ruling, an official grant factsheet or a call for projects. Check the legal beneficiary, the eligible expenses, the rate, the cap, the submission dates, the documents and the combination rules. When these parameters are not published on a summary page, the factsheet must explicitly state that they remain to be confirmed.

Agricultural and rural grants

Farms may fall under specific schemes: modernisation, on-farm processing, pastoral farming, short-circuit sales, animal health or support in case of difficulty. These grants may depend on active-farmer status, location, acreage, production type, a PACAGE number, a call for projects, or co-financing from the Region/State. Always check which body actually processes applications.

Territorial investments and tourism

Territorial investment programmes and tourism grants are often reserved for municipalities, EPCIs, public bodies or public owners. A private business may sometimes be an indirect beneficiary, for example as the operator of a facility, but should not be considered eligible without an explicit provision in the rules.

Complementary funding

When the Département has no suitable scheme, look at grants from the Région Nouvelle-Aquitaine, national schemes (France 2030, ADEME, Bpifrance, FranceAgriMer, agricultural schemes) and European funds.

How to prepare your application

Before committing expenses, prepare a project description, a financing plan, quotes, recent accounts, a registration extract, headcount and turnover information, the location of the investments, and sector-specific documents. Do not start expenses before checking whether the rules require prior submission or prohibit already-committed operations.

Checking the status of the grant

A presentation page does not guarantee that an application window is open. Check the deadline, the available budget, the rules in force and the submission channel. Closed annual calls should remain useful for historical purposes, but must not be displayed as currently available.

Combination rules and aid scheme

Combination rules depend on the scheme, the applicable State aid scheme and the same funded expenses. Keep references to de minimis rules, the GBER (General Block Exemption Regulation) or agricultural schemes only when specified by the official source. Where no detail is given, write "to be verified in the rules" rather than assuming combinability.

Points of caution

Do not confuse a grant, a repayable advance, an honour loan, a guarantee, an exemption, support services and funding for an operator. An amount announced for a collective project or a platform is not a guaranteed individual grant for each business. Grants for local authorities must be directed to the relevant public bodies.

Schemes identified in the batch

The associated tracking table details the schemes identified in official sources, their actual funder, the beneficiaries, the conditions, the known amount and the control caveats. Entries whose rules or period need to be confirmed remain marked as such and must not be presented as open without further verification.
