Financing your project in the Pyrénées-Atlantiques: departmental, agricultural and territorial grants

Discover departmental grants in the Pyrénées-Atlantiques: agriculture, territorial investment, tourism and partner schemes. Conditions, beneficiaries, amounts and official sources.

Introduction

The Département des Pyrénées-Atlantiques supports territorial, agricultural and pastoral projects, but not all the grants accessible within the territory are direct aid to businesses. A distinction must be made between departmental regulations, State schemes (the PAC, aid for farms in difficulty), regional schemes and funding from EPCIs.

Who is this guide for?

This guide is intended for businesses, farms, local economy structures and project leaders based in the département. Eligibility depends on the scheme: a grant mentioned in a territorial guide may be reserved for municipalities, EPCIs, pastoral associations or other bodies rather than commercial companies.

Understanding who funds what

Four categories must be separated: (1) aid granted directly by the Département; (2) schemes co-financed with the Region or the State; (3) national or European aid accessible locally; (4) funding from partner operators such as Initiative. The location of the business is not enough, on its own, to turn a regional or national grant into a departmental one.

Direct departmental grants

Direct grants must be identified from a Département regulation, an official aid factsheet or a call for projects. Check the legal beneficiary, eligible expenses, the rate, the cap, submission dates, supporting documents and cumulation rules. When these parameters are not published on a summary page, the factsheet must explicitly state that they remain to be confirmed.

Agricultural and rural aid

Farms may fall under specific schemes: modernisation, on-farm processing, pastoralism, short supply chains, animal health or support in case of difficulty. This aid may depend on active-farmer status, location, acreage, production type, a PACAGE number, a call for projects, or Region/State co-financing. Always check which body is actually processing the application.

Territorial investment and tourism

Territorial investment programmes and tourism aid are frequently reserved for municipalities, EPCIs, public bodies or public owners. A private business may sometimes be an indirect beneficiary, for example as the operator of a facility, but it should not be considered eligible without an explicit provision in the regulation.

Complementary funding

When the Département has no suitable scheme, look at aid from the Région Nouvelle-Aquitaine, national schemes (France 2030, ADEME, Bpifrance, FranceAgriMer, agricultural schemes) and European funds.

How to prepare your application

Before committing to expenses, prepare a project description, a financing plan, quotes, recent accounts, a registration extract, information on headcount and turnover, the location of the investments and sector-specific supporting documents. Do not start spending before checking whether the regulation requires a prior application or prohibits operations that have already begun.

Checking the status of the aid

A presentation page does not guarantee that a scheme is open. Check the deadline, the available budget envelope, the regulation in force and the submission channel. Closed annual calls should remain useful for historical reference, but must not be displayed as currently available.

Cumulation and State aid regime

Cumulation rules depend on the scheme, the applicable State aid regime and whether the same expenses are being funded. Keep references to de minimis regulations, the RGEC or agricultural regimes only when they are specified by the official source. If no detail is given, note "to be checked in the regulation" rather than assuming that cumulation is allowed.

Points to watch

Do not confuse a grant, a repayable advance, an honour loan, a guarantee, a tax exemption, support services and funding for an operator. An amount announced for a collective project or a platform is not an individual grant guaranteed to every business. Aid for local authorities must be directed towards the relevant public project leaders.

Schemes identified in this batch

The associated tracking table details the schemes identified from official sources, their actual funder, the beneficiaries, the conditions, the known amount and any control caveats. Entries whose regulation or period still needs confirming remain marked as such and must not be presented as open without further verification.
