Financing your project in the Cantal: business aid, agriculture and territories
Discover the Cantal's aid and calls for projects: economic investment, employment, agritourism, services for businesses and local authorities.
Introduction
The Département du Cantal publishes calls for projects and support schemes covering, in particular, territorial development, investment by economic operators, job creation, agritourism and services for businesses. It also supports investments made by municipalities and public bodies on the basis of territorial solidarity. These schemes do not all target the same group: aid for a municipality, a water board or an association cannot automatically be offered to a commercial company. The search must start from the applicant and the project, and then distinguish between direct grants, calls for projects, partner funding and support tools. Dates, criteria and budget envelopes must be checked against up-to-date official documents.
Who is this guide for?
The applicants concerned may be businesses, farms, tourism operators, associations, municipalities, EPCIs or water-management boards, depending on the scheme. The Département mentions support for investment and job creation by economic operators, as well as for investment by farms in agritourism activities and for the creation or development of services for businesses. Other funds are aimed at local authorities or public beneficiaries. The first step is therefore to check the applicant's legal status, whether its head office or establishment is in the Cantal, its activity, its expenses and the expected benefits. Public territorial schemes must not be turned into general business aid.
Understanding the departmental funds
The Département distinguishes between several intervention mechanisms. The Fonds Cantal Solidaire is aimed in particular at municipalities with fewer than 3,000 inhabitants and certain drinking-water and sanitation boards. The Fonds Cantal Villes concerns municipalities with more than 3,000 inhabitants. The Contrat Cantal Développement targets communities of municipalities and the Agglomération d'Aurillac. The Fonds Cantal Innovation is presented as a call-for-projects fund open to public beneficiaries. These instruments fund projects falling under territorial solidarity; they are not interchangeable, and their beneficiaries must be respected.
Aid for economic operators
The Cantal's official calls-for-projects page lists schemes entitled "Support for investment by economic operators", "Support for job creation by economic operators", "Support for investment by farms in agritourism activities" and "Support for the creation and development of services for businesses". These titles are priority leads for businesses, but are not enough to confirm that a scheme is open, or to confirm an amount or a rate. For each one, open the regulation or the beneficiary's guide, note the type of applicant, the sector, the eligible expenses, the thresholds, the territorial criteria, the date from which eligibility starts, the caps and the submission method. Until these elements are checked, the status must remain "to be confirmed" and no rate should be assumed.
Investment and job creation
For an investment project, prepare a file including the spending programme, quotes, the timetable, the financing plan, the accounts, headcount and justification of the impact on the territory. For job creation, clarify the number of posts, the type of contract, the hiring date, any required retention period and the business's situation before the project. Check whether the aid targets net job creation, a particular type of recruitment or a category of applicant. A general title does not allow one to conclude that all recruitment is eligible. The retention obligations, cumulation rules and repayment or clawback conditions in case of non-compliance must also be checked.
Agriculture and agritourism
Support for investment by farms in agritourism activities must be analysed separately from agricultural production aid. The expenses may relate to a hosting, accommodation or on-farm tourism activity project, but only expenses explicitly provided for in the regulation will be eligible. The applicant must specify the agricultural nature of the farm, the planned tourism activity, the necessary permits, the works timetable, the quotes and the expected revenue. Works started before the application may be excluded depending on the programme's rules. Cumulation with regional, national or European aid must be checked, particularly where the same investment could fall under several schemes.
Business services and support
The scheme aimed at creating and developing services for businesses may be relevant for operators strengthening the territory's offer of business services. However, it must be checked whether the eligible beneficiaries are the service providers themselves, collective structures, associations, local authorities or support bodies. The support may target the creation of a service or a structuring investment, rather than the current expenses of an individual business. Describing the need the service addresses, the beneficiary businesses, the business model, the partners, the area covered and the expected results helps determine whether the project matches the scheme's purpose.
Local authorities and territorial solidarity
Departmental funds intended for municipalities, water boards or intercommunalities must be kept separate from business aid. They may relate to public facilities, networks, buildings or territorial projects, depending on the regulation and the beneficiary category. The Fonds Cantal Innovation is presented as a call for projects for public beneficiaries, while the Contrat Cantal Développement targets communities of municipalities and the Agglomération d'Aurillac. A business may take part in a public project as a service provider or partner, but this does not make it the beneficiary of the grant.
How to submit and track your application
The Département offers an online portal for aid applications, grant requests and file submissions. The portal allows documents to be submitted and progress to be tracked. Before submitting, check the procedure specific to each call: some aid uses a specific application form, a beneficiary's guide or a separate timetable. Prepare the legal documents, the budget, the quotes, the financing plan and the sector-specific documents. Keep proof of submission and correspondence with the processing department. Submission does not guarantee an award: the project may be subject to review, a committee decision and available funding. Do not start spending until the rule on prior commitment is clear.
Five leads to check as a priority
- Support for investment by economic operators: check the definition of the beneficiary, the investments and the thresholds. 2) Support for job creation by economic operators: check the contracts, the number of posts and the retention commitments. 3) Support for agricultural investment in agritourism activities: confirm the nature of the farm and the eligible tourism expenses. 4) Support for the creation and development of services for businesses: determine which operators may apply and which services are targeted. 5) Fonds Cantal Innovation and other territorial funds: check the applicant's status, distinguishing public beneficiaries from commercial companies. The official titles appear on the calls-for-projects portal, but the conditions of each programme must be checked before any matching.
Complementary funding
Depending on the project, supplement with schemes from the Région Auvergne-Rhône-Alpes, national aid from ADEME, Bpifrance instruments, FranceAgriMer's agricultural schemes or European programmes. Energy transition, circular economy, innovation or export projects may fall under other funders. Rural businesses can also benefit from support provided by local economic networks, but support is not necessarily funding. Identify the funder, the operator and the instrument: grant, repayable advance, loan, guarantee, technical assistance or support. Before cumulating, check the caps, the State aid rules and the prohibition on funding the same expense twice.
Points to watch
Funds intended for municipalities and EPCIs must not be offered to businesses as direct aid. A page listing a call for projects does not guarantee that the campaign is open on the day it is consulted. The status must be confirmed by the dates and the regulation. Do not extrapolate amounts from an overall budget to an individual beneficiary. Check the eligibility date of expenses, the mandatory documents, the investment thresholds, the retention obligations and the cumulation rules. When the regulation is not accessible, keep the lead as "to be documented" and ask the relevant department for confirmation rather than filling in fields based on assumptions.
Official sources and update
The priority sources are the calls-for-projects page, the "Supporting municipalities" page and the online procedures portal of the Département du Cantal. The calls portal lists economic and territorial programmes; the page dedicated to municipalities specifies the beneficiaries of the territorial solidarity funds; the procedures portal gives access to the submission and tracking of applications. For complementary aid, use the official websites of the Region, ADEME, Bpifrance and FranceAgriMer. Each factsheet must keep the most precise link available, the check date and the status of the campaign.
Quality note
Aid for economic operators, farms and local authorities must remain separate in the reference database. The procedures portal is not itself a grant. Only consider a lead as validated after individually checking the regulation, the scheme and the status.
