Le Havre Seine Métropole: grants for a business project

Le Havre Seine Métropole supports the economic development of the Le Havre area (industry, logistics, energy transition), via Le Havre Seine Développement and the Ville Portuaire program.

In brief

Le Havre Seine Métropole is one of Normandy's main economic hubs, driven by the Port of Le Havre, a significant industrial and logistics base, and a concentration of activities related to energy, chemicals, maritime transport and business services. The urban community works on economic development, the planning of activity spaces and project support, notably relying on Le Havre Seine Développement, its economic development agency.

Areas of action

Industrial and logistics relocation. Hosting businesses in the area's activity zones: production units, logistics platforms, industrial facilities or related service activities.

Energy transition and decarbonization. The Le Havre area is a significant space for reducing industrial emissions, electrifying processes, hydrogen and energy transformation; the urban community contributes to the territorial coordination of these initiatives.

Innovation and the port economy. Businesses developing digital, industrial or logistics solutions can take part in the area's innovation initiatives, around port performance, goods flows and new services.

SME development. Economic support and referral to appropriate regional or national schemes for businesses wishing to invest, hire or diversify their activities.

Financial schemes and programs identified

Le Havre, Smart Port City. A territorial innovation program led by the Métropole and its partners, around port activities, ecological transition and digital transformation. It benefits from France 2030 funding announced at €5.3 million over ten years — an envelope that finances a territorial program, not a grant directly open to any business. Access depends on the projects, partners and any calls for projects.

Support for relocation and investment. Le Havre Seine Développement supports businesses in finding land, real estate and financial solutions, and can help identify relevant schemes according to the business's size, sector and investment program.

Industrial transition financing. Decarbonization, energy efficiency and industrial innovation projects can be examined in light of ADEME, Bpifrance, France 2030 and European funding programs — separate funders, not to be directly attributed to the urban community.

Businesses concerned

Industrial businesses, logistics operators, players in the energy transition, port service businesses, technology startups and SMEs wishing to set up in the Le Havre area. Support opportunities depend on the project, its location and the schemes available.

How to apply for funding?

Contact Le Havre Seine Développement to present the relocation or investment project: an initial discussion helps identify real estate needs, planned investments, anticipated jobs and the funding that could be mobilized.
