Financing your project in the Eure: departmental aid, calls for projects and territorial relays

Identify Département de l'Eure's schemes, employment integration calls for projects, aid for local authorities and regional or national relays suited to your project.

Introduction

The Département de l'Eure is active in social welfare, employment integration, planning, the environment and territorial support. This should not be taken to mean there is a universal investment grant for businesses: aid is often reserved for local authorities, associations, individuals or specific groups. Businesses should also look at schemes from the Normandy Region, the EPCIs, the State and national operators.

Who is this guide for?

Local authorities and groupings, associations, employment integration organisations, social-impact project leads, farmers and businesses looking for complementary territorial schemes. Each factsheet must specify the beneficiaries actually admitted.

Understanding who funds what

The Département may manage funds delegated by the State or DREETS, support local authorities and take part in social or environmental actions. The Just Transition Fund (FTJ) falls under a European and national framework: when a budget is managed by the Département as an intermediary body, it should not be presented as aid funded exclusively by the Département.

Aid and schemes to examine

The leads below are documentary findings. They do not amount to confirmation that a scheme is open, nor validation of an entitlement. Businesses must check the rules, the call for projects, the geographic scope and the eligible expenses.

1. Direct grants and targeted schemes

• Just Transition Fund — social component: calls for projects run by the Département as an intermediary body for employment integration actions; check active calls and eligible applicants. • Aid for municipalities and local elected officials: investment or environmental schemes, reserved for public project owners under the scheme's rules. • Employment integration and support schemes: funding for targeted organisations and projects, not a general grant for businesses. • Agricultural and sector aid: look for the relevant regional/State scheme before attributing it to the Département. • Departmental public contracts: a possible commercial outlet, but not a grant.

2. Territorial and sector-specific aid

Official sources highlight actions related to employment integration and return to work, water and the environment, housing, local infrastructure, tourism and local authority facilities. Housing or welfare aid is intended for households; aid for local authorities should be excluded from a business match unless the applicant is actually eligible.

3. Regional, national and European funding

Complete the assessment with schemes from the Normandy Region, State aid, European funds and national operators. The FTJ falls under a 2021–2027 European framework and its calls are thematic: check the period, the exact call, the territory covered and the role of the intermediary body.

Potentially fundable expenses

Depending on the scheme: expenses for employment integration projects, support actions, environmental studies and works, or local authority investments. No general list of expenses eligible for businesses should be extrapolated from these schemes.

Eligibility conditions to check

Check the applicant's legal status, the territory covered, the exact call for projects, the timeline, the eligible expenses, co-financing, State aid rules and the absence of double funding. For aid to local authorities, confirm the project-owner status and the required resolution.

Timeline and status of the schemes

The Département's portal displays FTJ calls for projects, notably on integration through sport and employer involvement in integration pathways. The pages found are not enough to certify that each call is still open at the time of filing: status to be checked before any publication.

Documents to prepare

Depending on the scheme: SIRET/SIREN, articles of association, project presentation, projected budget, financing plan, quotes, timeline, documents relating to co-funders, a resolution for local authorities and documents required by the call for projects.

Research method

  1. Identify the legal funder and the administering body; 2) read the call and its rules; 3) confirm the deadline and the territory; 4) check the eligible applicant; 5) check combination rules and State aid; 6) archive a dated official source.

Next update

Re-check the FTJ calls and their dates, the rules for aid to local authorities, Region/State/EU co-financing and the existence of any direct economic schemes or those delegated to the EPCIs.
