The business real estate aid fund
The Département explains that it has acted as the operator since 2017 under a delegation of competence from the eight EPCIs. The intermunicipal bodies drive their territory and identify projects; the Département supports applicants, processes requests and funds the scheme. There are separate regulations for TPEs (micro-businesses) and PMEs (SMEs), as well as a component for derelict economic sites (friches). The precise terms depend on the applicable regulations and the local authority responsible for the project.
Forms of support to distinguish between
The reference base includes repayable advances, grants and conditional top-ups, as well as modernization schemes for retail and trades and honor loans from Initiative networks. This is therefore not a single window where all aid can be combined. First identify the project's location, its size, the type of expenses and the managing network.

Who to contact and how to prepare the application?
Confirm the relevant territory
Real estate aid is delegated by the relevant EPCI. Contact your communauté de communes or agglomération to check that the project is within the scheme's area and that the regulations apply.
Define the real estate project
Specify whether it involves construction, an extension, a renovation, an acquisition or the takeover of a derelict site. Minimum expenses, exclusions and retention obligations may vary depending on the TPE or PME component.
Anticipate jobs and environmental impact
Certain bonuses require job creation, retention of existing jobs, or sustainable investments. Prepare a financing plan and the supporting documents required by the regulations.
Do not start before confirmation
The regulations may require the application to precede the start of the investments. Have the eligibility date, the applicable aid regime and the expected documents confirmed before signing quotes or starting works.
Other schemes in the catalog: retail and business creation
The Opération Collective de Modernisation (OCM), the OSCAR program and the Initiative honor loans are associated with the Département in the reference base, but their scope and management may depend on an EPCI, a territorial program or an Initiative association. Check the municipality concerned and the processing partner. Do not transpose the conditions of one territory onto another.
Frequently asked questions
Does the Département directly finance all real estate projects?
The fund operates through delegation from the intermunicipal bodies. The Département processes and funds the scheme, while the EPCIs identify projects and drive their territory. The relevant local authority depends on the location.
Is the real estate aid a grant?
For several components, the main support takes the form of a zero-interest repayable advance; bonuses or grants may supplement the aid depending on the regulations' conditions.
Can several schemes be combined?
Cumulation depends on the regulations, national and European public aid rules, and the conditions specific to each program. The rules should be confirmed in writing.
Are the conditions in the catalog necessarily up to date?
No. Use the catalog to identify leads, then check the latest version of the regulations and the actual opening status with the processing body.
