Introduction

Mayotte is one of the European Union's outermost regions, but the local organisation of business grants relies in particular on the Conseil départemental de Mayotte, which also acts as the reference authority for economic development. This sheet brings together the main institutional windows identified and distinguishes between local grants, France 2030 calls and European funding.

Who is this guide for?

Businesses, micro-enterprises/SMEs, founders and buyers, women entrepreneurs, sector players and project holders based in Mayotte. Beneficiaries, sectors, investment thresholds and obligations differ depending on the scheme.

Understanding who funds what

Grants from the Assembly/Département of Mayotte must be distinguished from France 2030 schemes co-funded by the State and the local authority, from FEDER/FSE+ funds managed under the competent State authority, and from bank or partner financing. Funding mentioned in this sheet is not automatically open to all sectors.

Investment aid (AI)

The local authority presents an investment grant (Aide à l'investissement, AI) to support the creation and development of local micro-enterprises, small businesses and SMEs, in particular to strengthen production capacity, technology and competitiveness. The ADIM page states a ceiling of €50,000; confirm the regulation and eligible expenses with the DDEI before filing.

Women's initiative aid (AIF)

The local authority presents a scheme targeting women's economic initiatives and investments linked to business creation (Aide à l'initiative des femmes, AIF). The ADIM page states a ceiling of €3,000. Check the personal criteria, the payment method and the permitted cumulation in the regulation in force.

Fonds Mahorais de Développement and guarantees

The official portal lists the Fonds Mahorais de Développement, the Fonds Mahorais de Garantie and participative loans among its financing instruments. These should not be confused with an automatic grant: check the instrument, the operator, the nature of the funding and the repayment or guarantee conditions.

France 2030 — Projets d'Avenir Filières

The call for projects “Projets de Filières – France 2030” targets the development of strategic sectors and is announced as open from 3 April 2025 to 31 December 2026, subject to available funding. The scheme is funded equally by the State and the Département of Mayotte and implemented by Bpifrance. The full application must comply with the specifications; expenses incurred before filing are not accepted.

European funds FEDER and FSE+

The FEDER and FSE+ 2021-2027 programmes have local action sheets. The GIP L'Europe à Mayotte supports project holders and acts as an intermediate body for the funds, under the competent managing authority. Eligibility, open calls and rates depend on each action sheet.

Agricultural financing — MWANA CRÉDITS

The Département-Région of Mayotte and Crédit Agricole La Réunion–Mayotte announced MWANA CRÉDITS in February 2026 to facilitate financing for small farm businesses. This is a financing solution under a banking partnership, not a direct grant to be equated with the AI/AIF grants; confirm the terms with the partners.

How to prepare your application

Prepare the complete file required by the DDEI, including quotes, the financing plan, accounts, registration documents and evidence proving the location of the business. For France 2030 and European funds, follow the specifications and the filing portal specific to the call.

Status and timetable

Calls for projects may be subject to application rounds, limited budgets and closing dates. As of 13 October 2026, France 2030 Projets de Filières is announced as open until 31 December 2026, subject to available funding. Other schemes require checking the regulation and budget availability.

Schemes recorded

Lines without an official identifier matched to the catalogue remain unvalidated and must not be counted as validated grants.

Qualification note

Regional coverage sheet and editorial summary; it does not constitute an eligibility decision. Confirm each grant with the competent body before incurring any expense or publishing an amount as an available offer.

Building a step-by-step financing strategy

For a Guadeloupe business, the structuring should distinguish the immediate need (equipment, works, recruitment) from the medium-term transformation project (innovation, tourism, the blue economy, digital technology or transition). Start by drawing up a budget item by item, then link each expense to a specific scheme. The same invoice cannot be freely submitted to several funders: check the cumulation rules, the maximum aid intensities and authorised co-funding. For projects combining a regional grant and European funds, identify the responsible window, the expected supporting documents and the reporting obligations.

ARDDA and ARICE: distinguishing ongoing development from investment

ARDDA should be considered when a micro-enterprise is preparing a start-up or a development project, while ARICE targets investment programmes and business creation or development. These two names alone are not enough to decide eligibility: check the minimum investment amount, eligible expenses, excluded sectors, ceilings, the intervention rate and the filing period.

Tourism, the blue economy and the social economy: checking the right window

Accommodation or tourism-product projects must be distinguished from investments by fishing, aquaculture, processing or marketing businesses in the seafood sector. Social and solidarity economy organisations and integration structures are also subject to specific rules. For each of these cases, record the accepted legal status, the required location, the nature of the expenses, any environmental obligations and the deadline. Do not transpose the criteria of one grant onto another simply because both fall under the Région.

Application file: documents to prepare and mistakes to avoid

Prepare a project description, a timetable, a financing plan, the latest accounts or forecasts, detailed quotes and the company's identification documents. For innovation projects, add a technical description, the state of the art, the objectives and the deliverables. For tourism or the blue economy, attach site-specific, authorisation and activity-related documents where the regulation requires them. The frequent blocking point is premature start of works: obtain written confirmation of the date from which expenses may be committed.

The presence of a sheet on the regional portal is an indication of a source, not confirmation that it is open. For each grant in the database, the final check must record the exact official URL, the date it was consulted, the open/closed/paused status, the version of the regulation, the beneficiaries, the expenses, the rate and the ceiling. If any of this information is missing, show “to be confirmed” rather than filling it in by deduction. This discipline is particularly important for grants with a limited filing period and for schemes co-funded by the European Union.
