Region: Guadeloupe. 2023–2027 programming period. FEADER notice version 1, in force since 18 December 2025; PSR version 6 applicable since 27 April 2026.
Region: Guadeloupe. 2023–2027 programming period. FEADER notice version 1, in force since 18 December 2025; PSR version 6 applicable since 27 April 2026.
1. Purpose and objective
The intervention funds non-productive agricultural investments that help protect natural resources, improve biodiversity, limit pollution and preserve Guadeloupe's farming ecosystems. It also includes a component for restoring agricultural potential after a recognised disaster. An investment is described as non-productive when it does not lead to a significant increase in the value or profitability of the farm. It mainly concerns environmental improvements, rather than equipment intended to directly increase commercial production.
2. Categories of supported projects
A. Agri-environment and climate
- Planting of non-productive hedges, trees, shrubs and groves; non-productive afforestation of farmland; ecological corridors.
- Purifying buffer zones; ditches, buffer strips, fascines and devices slowing runoff; changes to plot layout such as field entrances.
- Marking out and protecting sensitive areas or areas exposed to pollution pressures.
- Non-productive equipment for agri-environmental purposes.
- Creation of habitats and planting of species attractive to wild pollinators other than honey-producing domestic bees.
- Rehabilitation of ponds that are not used for crop irrigation or livestock watering.
- Protection of crops and animals against damage caused by wild or stray animals, in particular health risks.
- Land improvements, servicing and restoration of fallow plots when they are a prerequisite for the establishment or re-establishment of a farming activity.
- Investments aimed at decontaminating soil under plant-health constraints. Hedges and trees must remain on the plot for at least five years after planting. Annual plants are not eligible under the environmental plantings covered here.
B. Restoration of agricultural potential after a disaster
The measure may help restore infrastructure and production tools damaged by a natural disaster, an adverse climate event or an officially recognised catastrophic event. Expenditure that may be concerned includes in particular: repair of farm tracks, restoration of nurseries, destruction of infected or damaged plant material, soil repair, structures (ditches, bridges, fences), certain irrigation equipment, farm buildings and facilities, certain market-garden tunnels, greenhouses and perennial plantings. Expenditure must match the categories and conditions set out in the notice and must not already be covered by another public intervention.
3. Potential beneficiaries
- Farmers and farmer groups, whether individuals or legal entities.
- Owners or managers of agricultural land.
- Approved land associations (ASA).
- Public bodies.
- Public authorities and their groupings.
4. General eligibility conditions
- Have a SIRET number.
- For a farmer, have an APE code related to the farming activity.
- For an agricultural legal entity, provide an up-to-date Kbis extract less than three months old where required.
- Be up to date with social security contributions and tax obligations.
- Demonstrate control over the land.
- Describe the expected environmental improvements and attach, where relevant, preliminary studies, impact assessments, diagnostics or technical documents.
- Comply with the durability requirement for investments.
- For hedges and trees, guarantee that they will be kept in place for at least five years.
- If a PDE-JA, PAD or PGE exists, the investment must be included in the relevant plans and in the DAEC. For the PGE, the notice sets out this requirement for operations exceeding €80,000. In other cases, the investment must be included in the DAEC.
Conditions specific to the disaster component:
- The disaster or calamity must be officially recognised by the competent authorities.
- Losses of agricultural potential must be substantiated.
- For plant diseases, destruction must reach at least 30% of the agricultural potential concerned, based on the required findings.
- Provide a fire insurance certificate covering the buildings and main components of the farm, or proof that no insurable element of the farm is concerned.
5. Threshold and aid rate
- Minimum projected expenditure: €15,000 excl. VAT. Below this, the application is inadmissible.
- Maximum public aid rate for agri-environmental and climate investments: 100%.
- Maximum public aid rate for restoring agricultural potential: 80%.
- FEADER co-financing: 85% of the amount of public aid.
- FEADER budget allocated to the intervention: €374,998 for 2023–2027.
The 100% rate applies to the agri-environmental and climate component, subject to the expenditure retained, State aid rules and selection conditions. The restoration component is capped at 80%. The 85% FEADER rate is the European share of public funding and is not added on top of the public aid rate.
Indicative example: for €20,000 excl. VAT of fully eligible expenditure retained, a maximum theoretical aid would be €20,000 under the agri-environmental component at 100%, or €16,000 under the restoration component at 80%. These amounts do not guarantee that the aid will be granted.
6. Eligible expenditure
Depending on the component: soil preparation, organic amendments, plants and planting work for non-productive hedges and trees; creation of habitats and plantings favourable to wild pollinators; rehabilitation of eligible ponds; ditches, buffer strips and structures limiting pollutant transfer; feasibility studies, advice, engineering and support services necessary for the investments. For agricultural restoration: tracks, nurseries, replacement of plant material, soil repair, certain irrigation equipment, farm buildings, market-garden tunnels, greenhouses, perennial plantings and damaged structures. Overheads are capped at 10% of the total amount of eligible expenditure and cannot be submitted on their own.
7. Ineligible expenditure or restrictions
- Investments that significantly increase profitability and are more in line with a productive approach.
- Expenditure already covered by another public intervention.
- Regulatory obligations, including certain prescribed compensatory measures.
- Annual plantings of hedges and trees.
- Irrigation meters and installation in expressly excluded cases.
- Expenditure not matching the types of action covered.
- Investments whose durability or link to the environmental objectives is not demonstrated. The general FEADER ineligibility rules also apply. Check the notice and the annexes in force before submitting an application.
8. Selection and timetable
- Agri-environment-climate component: selection on a rolling basis.
- Agricultural potential restoration component: selection exclusively through calls for projects. For the agri-environmental component, the notice provides for a scoring grid with a minimum threshold of 150 points. The criteria and weightings cover in particular economic, social and environmental viability with regard to the SRDEII (35), environmental and climate impact (25), location in an area of environmental concern (20), and preservation of local species or traditional know-how (20). The scoring scale must be interpreted according to the managing authority's complete grid. The FEADER budget allocated is €374,998 for 2023–2027. The timetable must be checked for the component concerned; the presence of the intervention in the catalogue does not mean that all types of projects are open at the same time.
9. Practical approach
- Identify the component: agri-environment-climate or restoration after a disaster.
- Check the applicant's category, SIRET number, tax and social obligations, and control over the land.
- Check the €15,000 excl. VAT threshold.
- Describe the environmental problem or the damage to be repaired and the expected results.
- Prepare the required quotes, plans, diagnostics and supporting documents.
- For the disaster component, gather the official recognition of the event and proof of the losses of agricultural potential.
- Check the call for projects or the rolling submission arrangements.
- Submit via Euro-PAC following the Region's instructions.
10. Capital OS matching
Offer 73.02 to Guadeloupe projects involving the planting of non-productive hedges or trees, erosion and runoff control, pollution reduction, buffer zones, biodiversity habitats, rehabilitation of eligible ponds, protection against wild animals, restoration of degraded plots, and restoration after an officially recognised disaster. Qualification questions:
- Is the project located in Guadeloupe?
- Is the applicant eligible?
- Environmental objective or restoration after a disaster?
- Expenditure of at least €15,000 excl. VAT?
- Is control over the land substantiated?
- Is the investment durable?
- Will hedges and trees be kept in place for at least five years?
- For a disaster, is the event officially recognised and are the losses substantiated?
- Is the expenditure already covered by another public aid?
- What submission method and timetable apply? Do not offer 73.02 for the ordinary purchase of tractors, productive equipment or a building intended to increase commercial capacity: consider 73.01 or another scheme instead.
