Main reference: FEADER Guadeloupe regional strategic plan V6, applicable since 27 April 2026. FEADER 73.05 Notice V2 entered into force on 2 December 2024; to be checked for each call for projects due to a discrepancy regarding the maximum aid rate.
1. PURPOSE AND OBJECTIVE
The 73.05 intervention finances the creation, renovation or improvement of local infrastructure and services in rural areas of Guadeloupe. It aims to strengthen the attractiveness of these areas, maintain rural activities, improve access to services and support employment and social inclusion.
The scheme covers several categories: shared services, recreational and cultural living spaces, health and care for vulnerable groups, management of stray animals, rural tourism, roads serving farms, training and integration, access to digital technology, shared gardens and food storage/distribution infrastructure.
2. FINANCIAL PARAMETERS
- Total FEADER budget for the intervention: €18,000,000.
- Budget reserved for public applicants: €10,000,000.
- Budget reserved for private applicants: €8,000,000.
- Maximum public aid rate indicated in the PSR V6: 100%.
- Minimum projected expenditure at application: €15,000 excluding tax.
- FEADER co-financing rate: 85% of the public aid.
- FEADER ceiling allocated to private project applicants: €3,000,000.
- Form of support: grant.
- Selection terms: call for projects or rolling submission depending on the category of operation.
RATE CAUTION: the 73.05 V2 notice (entered into force on 02/12/2024) mentions a general public aid rate of 80%, with exceptions at 90% or 100% for certain categories. The PSR V6, more recent and applicable since 27/04/2026, indicates 100%. For the catalogue, use the PSR V6 as the current strategic reference, while keeping this discrepancy as an internal control note. The final rate remains subject to the rules of the operation, the State aid scheme and the specifications of the relevant call. The 100% rate is not a promise of automatic funding.

- Chamber of Agriculture.

The beneficiary category must be compatible with the type of operation. A structure's presence on the list does not mean it can submit all types of projects under the scheme.
5. ELIGIBILITY CONDITIONS
- The operation must be carried out in a rural area; this condition applies to all beneficiaries.
- The investment must be located in Guadeloupe, within the territory of the regional managing authority.
- Projected expenditure presented with the application must reach at least €15,000 excluding tax.
- Beneficiaries must be up to date with their social security contributions and tax obligations.
- An operation already physically completed or fully implemented before the application was submitted cannot be funded in the cases covered by the temporal eligibility rules. Certain aid schemes also require an incentive effect.
- For the investments concerned, the beneficiary may be required to maintain the operation for five years from the final payment, or for the period set by State aid rules. This period may be reduced to three years in the cases provided for concerning the maintenance of investments or jobs created by SMEs.
- In the event of a change of ownership providing an undue advantage, cessation/transfer of activity outside the region, or a substantial change undermining the objectives, pro-rata reimbursement may be required.
6. ELIGIBLE EXPENDITURE
Subject to a direct link with the operation and the rules of the call:
- Building work: construction, renovation, extension and fitting-out.
- Roads and various networks directly linked to the investment.

Regarding staff costs, staff holding permanent positions in the State civil service are excluded. Costs for staff whose dedicated time varies from month to month or whose allocation is below 15% are ineligible under the notice. The scheme described by the notice does not use variable timesheets as a general method of justification.
7. INELIGIBLE EXPENDITURE AND LIMITS
Notably excluded:
- Fines, sanctions and contractual financial penalties.
- Legal and litigation costs.
- Exceptional charges falling under account 67 of the general chart of accounts.
- Dividends, subject to the exception provided for certain staff costs of unsalaried managers of SMEs.
- Certain expenditure linked to amicable settlements and default interest.
- Land purchase beyond 10% of total eligible expenditure.
- Self-build work and in-kind contributions.
- "Octroi de mer" taxes.
- Staff costs not complying with allocation rules. European regulatory exclusions and the specific restrictions of the call's specifications also apply.
8. FUNDING AND STATE AID
The PSR V6 shows a public aid rate of 100% and FEADER co-financing of 85%. The €3 million FEADER ceiling applies to private applicants. The €10 million (public) and €8 million (private) budgets are programming reservations, not individual per-project ceilings.
Depending on the nature of the operation, funding may fall under Article 42 of the TFEU, a State aid scheme, or may not constitute State aid at all. Regional aid schemes, local infrastructure aid schemes or aid schemes in favour of rural areas may be used depending on the case. De minimis rules may also apply. The exact scheme and the effective rate must be confirmed during assessment.
9. SELECTION
Selection is carried out through calls for projects or on a rolling basis depending on the category. The PSR V6 sets a minimum threshold of 120 points for operations subject to the relevant grid.
Criteria and weighting:
- Fit within regional development or planning schemes, excluding LEADER: 40.
- Contribution to a collective dynamic targeting a rural area's public or issue: 40.
- Favourable contribution to the environment and climate: 20. Total: 100.
The PSR V6 provides for selection solely through calls for projects for health centres, certain shared administrative, social, digital and office service space operations, certain meeting and activity venues, as well as secure recreational, cultural and intergenerational living spaces.
10. IDENTIFIED CALLS FOR PROJECTS
Two calls were published on 14 April 2026 with an announced submission period from 14 April to 31 August 2026, and are indicated as closed:
- Development of shared spaces: €3,000,000 of FEADER.
- Development of recreational spaces: €2,000,000 of FEADER. This closure does not mean that the entire 73.05 intervention is closed. Upcoming calls and the possibility of rolling submission for the relevant category must be checked.
