FEADER 75.02 — Aid for the takeover and creation of rural businesses

Important limits: - An application presenting several types of action is ineligible. - For gîtes, the initial project may not exceed three gîtes; in the event of expansion, the farm may not.

1. Objective of the scheme

Support the start-up of an activity complementary to farming in order to diversify farm income and develop the rural economy. The grant mainly finances the working capital requirement and strengthens the equity needed to launch the activity.

2. Supported projects

The project must relate to a single type of activity among the following categories:

  • Farm hosting.
  • Gîtes operated as part of a farm.
  • Bed-and-breakfast rooms or farm-hosted meals (chambres d'hôtes / tables d'hôtes).
  • Agritourism without accommodation.
  • Educational farms.
  • Ecotourism activities.
  • Equestrian activities other than breeding.
  • Sports, outdoor, wellness, social or educational hosting activities, and farm discovery activities.

Important limits:

  • An application presenting several types of action is ineligible.
  • For gîtes, the initial project may not exceed three gîtes; in the event of expansion, the farm may not exceed five gîtes in total.
  • Each gîte is limited to eight people.
  • Hosting, farm accommodation and agritourism projects must hold a recognised label or quality approach based on formal specifications.

3. Eligible beneficiaries

The applicant must be a farmer and operate a sole proprietorship or a corporate structure farming an agricultural holding. The forms cited in the notice notably include SCEA, GAEC, EARL, EURL, SARL, SA and SCI, subject to compliance with the applicable agricultural criteria.

The business may be new or already existing:

  • New business: active in the SIRENE register for less than 12 months at the time of filing, not resulting from a merger, restructuring, extension or takeover of an activity already carried out by the same beneficiary.
  • Existing business: only a new activity, never previously carried out by that business, may be supported.

The diversification activity must be carried out in a rural area. For a young farmer also applying for 75.01, the development plan must mention the investments of the project concerned or be the subject of an amendment request.

4. Conditions and key documents

The applicant must submit a two-year business plan, implementation of which must begin within six months of the award decision.

The plan must notably include:

  • Description of the activity and its market.
  • Demonstration of the economic viability, sustainability and durability of the project.
  • Projected technical and economic data, development stages and objectives.
  • Projected income statement.
  • Three-year financing plan.
  • One-year short-term cash-flow plan.
  • Assessment of the working capital requirement.
  • Compatibility between the diversification and the maintenance of farmer status.
  • Presentation of technical choices and environmental practices.

The project must show a combination of income from the agricultural activity and from complementary activities. The beneficiary must agree to monitoring of their business and submit a dashboard of income and expenses to the processing service every three months from the first payment.

5. Amounts and payment terms

  • Base lump-sum grant: €20,000.
  • €15,000 increase: project located in a double-insularity area or far from major development hubs, according to the official list of municipalities.

FEADER co-financing is 85% of the grant. This is a lump-sum grant: no expense coverage rate is set. No advance is provided for in the notice.

6. Envelope and selection

  • FEADER 2023-2027 envelope: €325,000, in accordance with the official dedicated 75.02 page currently published.
  • Application filing: continuous, according to the scheme's official page.
  • The notice provides for selection mainly through calls for projects, supplemented to a lesser extent by rolling selection.
  • Minimum selection threshold: 150 points.

Criteria and weighting:

  • Project carried by a young farmer under 40: 30 points.
  • Integration of environmental and climate issues: 30 points.
  • Location in the Îles du Sud for the double-insularity criterion: 20 points.
  • Creation of at least one full-time job: 20 points.

For the employment criterion, the position must be created within six months of the award decision and maintained throughout the plan as well as for at least three years.

7. Operational reading for Capital OS matching

Positive signals:

  • Existing or newly created farm.
  • Agritourism, farm accommodation or tourism diversification project.
  • New activity clearly separate from the activity already carried out.
  • Location in a rural municipality, notably in the Îles du Sud.
  • Presence of a two-year development plan and financial projections.
  • Project incorporating a quality approach, sustainable tourism or accessibility.
  • Job creation and consideration of environmental issues.

Pre-qualification questions:

1. Is the applicant recognised as a farmer within the meaning of the scheme?

2. Is the activity new and located in a rural area?

3. Does the application relate to a single type of action?

4. Does the project have a business plan and a cash-flow forecast?

5. Can one or more increases be justified?

Matching rule: do not automatically offer this grant to an independent tourism business with no agricultural activity. Being anchored in a farm is decisive.

8. Official sources

9. Point of caution on versions

The operational notice found is linked to version 5 of the PSR. The amounts and conditions must therefore be re-checked in the application documents in force at the time of filing; V6 remains the current strategic reference.

11. Caution on the published envelope

The official dedicated 75.02 page currently published indicates €325,000 of FEADER for 2023–2027; this is the value used in the catalogue's operational fields. The FEADER TUTO of January 2026 and several earlier programming documents attribute €569,910 to 75.02. This former allocation is no longer used for matching or for calculations; it is kept only in the audit history, as it contradicts the currently published dedicated page.
