FEADER 77.01 — European Innovation Partnership (EIP-AGRI)

The scheme comprises three components: emergence of an operational group, implementation and coordination of the collaborative project, then dissemination of results.

1. Objective

Fund partnerships that develop, test and disseminate innovations suited to the needs of agriculture, agroforestry, forestry, food and rural areas in Guadeloupe. The innovation may be technological, organisational, social, or may consist of adapting an existing solution to local conditions.

2. Supported projects

  • Agricultural and agroforestry innovations adapted to climatic, health, topographical or environmental constraints.
  • Experimentation with practices reconciling economic and environmental performance.
  • Digital tools serving agriculture and food.
  • Agricultural risk management.
  • Promotion of local produce in marketing channels.
  • Food sovereignty and the maintenance of ecosystem services.
  • Biodiversity protection compatible with production.
  • Processing and value-adding of natural and agricultural resources.
  • Dissemination of results and transfer of solutions to farmers and end beneficiaries.

The scheme comprises three components: emergence of an operational group, implementation and coordination of the collaborative project, then dissemination of results.

3. Eligible beneficiaries

The project must bring together at least two distinct entities within a partnership. Partners may notably be:

  • Farmers and farmers' associations.
  • Local authorities and associations of local authorities.
  • Research bodies, institutes and technical centres.
  • Agricultural professional organisations and agricultural education establishments.
  • Chamber of Agriculture.
  • Agricultural, agroforestry, forestry or food businesses, or rural development stakeholders.

The partnership cannot be made up solely of research bodies. A partnership agreement must define the collaboration, responsibilities and joint decisions.

4. Eligibility conditions

The application must demonstrate:

  • A concrete need identified among stakeholders in the territory.
  • The innovative nature of the proposed solution, including where it involves adapting a known practice to Guadeloupe.
  • The complementarity of the partners' skills.
  • The human, material and financial resources required.
  • The expected results and their use by beneficiaries.
  • The arrangements for disseminating and transferring the results.
  • The technical, financial and administrative capacity of the lead partner and the partners.

Actions must take place in Guadeloupe or directly benefit the territory under the conditions set out in the notice. The project must not be fully completed before the application is filed.

5. Eligible expenses

The following may notably be taken into account:

  • Staff assigned to the project, engineering, coordination and project management.
  • Farmers' participation in the work.
  • Preparatory studies, sector analysis and project design.
  • Partnership meetings and expert contributions.
  • Subcontracting and service provision.
  • Research, experimentation and technical costs.
  • Equipment and investments directly linked to the project.
  • Demonstration of technologies at the final testing or validation stage.
  • Communication and dissemination of results.
  • Flat-rate indirect costs of 25% of direct expenses, in accordance with the notice's rules.

For staff, notice V2 provides for a fixed allocation of more than 15% to the project and annual fully-loaded cost caps of €92,000 for a director-researcher, €61,000 for an engineer and €49,000 for a technician. Certain expenses are excluded, notably fines, legal costs, octroi de mer tax, consumables, long-term vehicle leases and field mileage costs. Travel-related expenses are subject to specific conditions.

6. Amounts and aid rates

  • FEADER 2023-2027 envelope: €8,000,000.
  • Cap per application: €1,000,000 excluding tax, with lower caps possibly set per call.
  • Maximum public aid rate: 100% for expenses other than productive investments.
  • Maximum public aid rate: 80% for productive investments.
  • FEADER co-financing rate: 85% of eligible public expenditure.
  • Advance of up to 50% provided for by the notice, subject to the applicable conditions.

The 85% rate is the European co-financing of eligible public expenditure, and not a guarantee that FEADER alone will finance 85% of the total project cost. The maximum public aid rates apply subject to European State aid rules and the conditions of the call for projects.

7. Selection

Selection is carried out through calls for projects. The official page consulted shows a call that closed on 7 July 2025: the programmed envelope of €8M therefore does not mean that filing is currently open. The next call and its specifications must be checked.

Emergence phase — minimum threshold of 75/100:

  • Relevance of the innovation: 20 points.
  • Response to stakeholders' needs and consistency with the SRDEII: 25 points.
  • Consistency between objectives, partnership and resources: 30 points.
  • Bottom-up approach: 25 points.

Implementation phase — minimum threshold of 80/100:

  • Relevance of the innovation: 15 points.
  • Response to stakeholders' needs: 20 points.
  • Fit between objectives and partnership: 15 points.
  • Bottom-up approach: 15 points.
  • Resources and timetable: 15 points.
  • Potential for use of the results by farmers or end beneficiaries: 20 points.

8. Capital OS reading — matching

Positive signals:

  • Agricultural or agri-food project involving several stakeholders.
  • Prototype, experimentation or new practice to be tested locally.
  • Collaboration between farmers, research, businesses, technical bodies or local authorities.
  • Innovation relating to climate resilience, biodiversity, water management, digital technology, processing or food sovereignty.
  • Concrete transfer plan enabling other farmers to use the results.

Pre-qualification questions:

1. Are at least two distinct entities involved?

2. Is the need the project addresses clearly formulated?

3. Can the novelty or local adaptation be demonstrated?

4. Are the partners' roles, resources and decisions formalised?

5. Can the results be tested, disseminated and reused?

6. Does the project match an open call for projects and its timetable?

Matching rule: do not award this grant to an individual R&D project simply because it is innovative. The collaborative nature, grounding in agricultural or rural needs, and dissemination of results are central.
