FEADER 77.02 — Encouraging organisations, producer groups or inter-branch organisations

For the creation of a new producer group, its creation must correspond to genuine pooling of existing structures or functions; administrative creation alone does not demonstrate it.

1. Objective

Strengthen the structuring of Guadeloupe's agricultural sectors, pooling among producers and their position in the value chain. The scheme aims in particular to support collective approaches that improve marketing, market outlets and the promotion of local production.

2. Projects and actions supported

  • Creation or strengthening of producer organisations and groups.
  • Pooling of production, collection, storage, processing or marketing functions.
  • Organisation of marketing channels and local market outlets.
  • Studies, diagnostics and preparation of collective projects.
  • Facilitation, coordination and advisory services needed for cooperation.
  • Tangible or intangible investments directly related to the project, within the limits set by the guidance notice.

3. Beneficiaries and partnership

The scheme targets organisations, producer groups and inter-branch organisations, as well as eligible partners linked to agricultural production or marketing. The project must bring together at least two distinct entities and form part of a genuine collective approach. The PSR V6 sets a minimum target of 20 farmers involved; check the requirements of the guidance notice and the applicable call.

4. Eligibility conditions

The application must present:

  • A need shared by stakeholders in the sector.
  • A description of the partnership's organisation and responsibilities.
  • An action plan and timetable.
  • The economic or organisational added value of the pooling.
  • The expected impact on the sector's development and on local production.
  • Consistent resources and budget.

For the creation of a new producer group, its creation must correspond to genuine pooling of existing structures or functions; administrative creation alone does not demonstrate eligibility. Detailed conditions depend on the operational guidance notice in force.

5. Eligible expenses and exclusions

The following may be eligible, depending on the scheme's conditions:

  • Staff costs directly assigned to the project.
  • Facilitation, coordination and advisory services.
  • Preliminary studies and diagnostics.
  • Eligible cooperation and operating expenses.
  • Tangible and intangible investments necessary for the collective project.
  • Indirect costs covered by the simplified cost options provided for in the guidance notice.

Direct and indirect costs other than staff costs may be covered by a flat rate of up to 40% of eligible direct staff costs, subject to applicable rules. Expenses already financed under an operational programme or under POSEI must not be financed twice by FEADER. The 'octroi de mer' tax and other regulatory exclusions remain ineligible.

6. Amounts and rates

  • FEADER 2023–2027 budget: €650,000.
  • Cap on public aid per operation: €150,000.
  • Aid tapering over a maximum period of three years from the date of the legal decision.
  • Maximum public aid rate: 100% excluding tangible investments; 80% for tangible investments.
  • FEADER co-financing: 85% of eligible public expenditure.
  • For the creation of producer organisations/groups, public aid is limited to 10% of the group's annual marketed production, within the applicable cap.

The 85% FEADER co-financing rate does not mean that the European fund alone covers 85% of the project's total cost.

7. Selection

Applications are submitted on a rolling basis under the PSR V6, subject to the window actually being open and funds being available. The minimum selection threshold is 210 points on the weighted scoring scale.

Criteria:

  • Added value and relevance of the pooling project: weighting 30.
  • Impact on the development of the sector(s) concerned: weighting 30.
  • Contribution to increasing local production and consumption and consistency with the SRDEII: weighting 40.

8. Capital OS reading — matching

Positive signals:

  • Several producers want to pool collection, storage, processing or sales.
  • A local sector is fragmented and lacks bargaining power.
  • The project organises local supply, institutional catering or short supply chains.
  • A group wants to invest in shared equipment.
  • The project involves a significant number of producers and anticipates collective economic results.

Pre-qualification questions:

1. How many farmers will be involved?

2. Which entities make up the partnership?

3. Which function will be pooled?

4. What collective benefit is expected?

5. What additional local volumes will be marketed?

6. Have the expenses already been financed by POSEI or another programme?

Matching rule: this intervention targets the collective structuring of a sector, not the isolated financing of equipment for a single business.

9. Official sources

10. Caution

Check the operational guidance notice and any calls in force before drawing conclusions on the minimum number of participants, detailed expenses and applicable rates. V6 is the strategic reference in force since 27 April 2026.

10. Arbitration applied within Capital OS — minimum number and cap

Operational reference for the Capital OS catalogue: PSR FEADER Guadeloupe V6, in force since 27 April 2026. Matching therefore uses a minimum of 20 farmers involved and an overall public aid cap of €150,000 over a maximum period of three years. The dedicated webpage still shows 30 farmers and an annual breakdown of €100,000 + €100,000 + €60,000 (€260,000 cumulated): these figures are not used as matching rules, as they contradict the more recent PSR V6. The publication conflict has been logged for editorial follow-up with the Region; it does not block the use of the PSR V6 parameters in the catalogue. Before actual submission, check the guidance notice and financing plan associated with the active window.
