FEADER 77.03 — Cooperation for the promotion, marketing, development and certification of quality systems
The scheme supports new participation in an eligible quality system. For national systems, the specifications must be binding, accessible to the producers concerned,.
1. Objective of the scheme
Help farms join an official quality system, cover certification costs and promote their products to consumers. The aim is to encourage a move up-market, environmental protection and the development of local agricultural sectors.
2. Eligible quality schemes
- Organic farming (AB).
- Protected designation of origin (AOP).
- Appellation d'origine contrôlée (AOC), only when covered by an equivalent AOP.
- Protected geographical indication (IGP).
- Traditional speciality guaranteed (STG).
- The optional "mountain product" designation.
- Label Rouge.
- Product conformity certification (CCP).
- High environmental value (HVE), level 3.
The scheme supports new participation in an eligible quality system. For national systems, the specifications must be binding, accessible to the producers concerned, checked by a public authority or an independent body, and must ensure traceability of products.
3. Eligible beneficiaries
- Farmers who are natural persons.
- Legal entities whose purpose is agricultural.
The applicant must be located in Guadeloupe and hold a SIRET number with an APE code related to their agricultural activity. Social contributions and tax obligations must be up to date. A legal entity must provide a Kbis extract less than three months old.
4. Eligible expenses
Only certain intangible expenses directly related to participation in the quality system are covered:
- Entry audit into the system.
- Registration or certification fees charged by the certifying body.
- Annual contributions to the quality system.
- Costs of checking compliance with the specifications during the first year of participation.
Excluded expenses:
- Tangible investments, for example buildings, machinery or equipment.
- Taxes relating to the 'octroi de mer'.
- Expenses paid before 1 January 2023, according to the operational guidance notice.
Costs must be justified by the accounting documents requested by the processing department.
5. Amounts and aid rates
- FEADER 2023–2027 budget: €80,000.
- Cap per farm: €10,000 per year.
- Maximum public aid rate: 100%.
- FEADER co-financing: 85% of eligible public expenditure.
- An advance of up to 50% is possible where an agreement is in place, subject to applicable rules.
The PSR V6 provides for a maximum support period of seven years. However, the operational guidance notice V1, published in December 2025, mentions a maximum period of six years and expenses to be justified by 31 December 2028 at the latest. This difference must be checked with the Region before calculating the multi-year support applicable to an application.
The 85% FEADER co-financing rate applies to eligible public expenditure; it does not mean that FEADER alone finances 85% of the project's total cost.
6. Selection
Applications are submitted on a rolling basis via Euro-PAC, subject to admissibility and fund availability. The minimum selection threshold stated in the PSR V6 is 150 points.
Criteria:
- Environmental impact of the quality system: weighting 50.
- Development potential of the agricultural sector: weighting 50.
Scoring is carried out on a scale of 0 to 3 for each criterion, then weighted. The application must show how the quality system contributes to preserving the environment, creating local added value and strengthening the sustainability and resilience of the sector.
7. Capital OS reading — project matching
Positive signals:
- Guadeloupe farm wishing to convert to organic farming.
- HVE level 3 certification project.
- Producer preparing an AOP, IGP, STG or Label Rouge application.
- Certification or inspection costs clearly quantified.
- Specifications and certifying body identified.
- Project contributing to the quality, traceability or commercial promotion of local products.
Pre-qualification questions:
1. Which official quality system does the producer wish to join?
2. Is this a new eligible participation?
3. What entry fees, contributions and inspection costs will be charged?
4. Are the expenses intangible and justifiable by invoices?
5. Are the SIRET number, APE code, and tax and social situation compliant?
6. Does the timetable allow the deadlines of the applicable guidance notice to be met?
Matching rule: do not use this intervention to finance a machine, a building or a productive investment. It targets the costs of participating in and certifying a quality system.
