FEADER 78.01 — Access to training, advisory services and knowledge and information exchange

Specialised technical advisory services: support for agricultural, agroforestry and forestry production, optimisation of farm systems, diversification, management of waste and inputs,.

FEADER 78.01 — Access to training, advisory services; dissemination actions and knowledge and information exchange

1. Objective

Fund technical advisory and support services for farmers, agroforesters and forest operators. The intervention aims to improve farm performance, climate adaptation, the dissemination of innovative practices and support for young farmers during their setting-up. The direct beneficiary of the grant is the advisory service provider, not automatically the farmer who receives the service.

2. Supported actions

Support for young farmers: feasibility studies, preparation of the business development plan (PDE-JA), advice on applications for aid 75.01 and 73.01, and monitoring of the plan over four years.

Specialised technical advice: support for agricultural, agroforestry and forestry production, optimisation of farm systems, diversification, management of waste and inputs, advice on polluted soils and adaptation of practices to environmental constraints.

These services must provide advice tailored to the beneficiaries, and must not constitute a simple commercial operation selling equipment or inputs.

3. Eligible beneficiaries

Eligible project leaders include public establishments, consular chambers, private service providers, associations and advisory bodies, management centres, accounting firms and groups of producers or farmers with the necessary skills.

The audiences supported are farmers and forest operators, their employees, spouses participating in the farm, family helpers and candidates for setting-up.

Conditions for the service provider: staff holding a qualification at least equivalent to two years of higher education (Bac+2) or five years of experience in advisory services, knowledge updating of at least one day per year, sufficient staffing levels and a workload plan specifying the full-time equivalents mobilised. Tax and social security situation up to date.

4. Eligible expenditure

For specialised advice, the salaries and charges of staff directly assigned to the project are eligible, provided their fixed assignment exceeds 15%. Tenured State civil servants are excluded; contract staff assigned to the operation may be eligible.

Other direct and indirect costs may be calculated on a flat-rate basis, up to 40% of eligible direct staff costs, with a note justifying their necessity.

For support to young farmers, expenditure is calculated according to the unit advisory costs determined by the selection procedure.

Octroi de mer duties and expenditure excluded under the general regulations are not eligible.

5. Amounts and rates

  • FEADER 2023–2027 envelope: 7 500 000 €.
  • Maximum public aid rate: 100%.
  • FEADER co-financing: 85% of eligible public expenditure.
  • Cap for setting up a new advisory service: 200 000 €.

The 200 000 € cap concerns only the possibility of a flat-rate aid for setting up a new advisory service; it is not a universal cap for every operation. Calls may set maximum amounts per piece of advice or per adviser. Additional limits may result from State aid rules.

6. Selection

Applications accepted exclusively under calls for projects. The minimum threshold is 225 points out of 300.

Criteria for advice to young farmers (weighting):

  • Price of the service: 40.
  • Candidate's experience: 12.
  • Advisers' qualifications: 15.
  • Economic viability: 9.
  • Relevance of the offer: 15.
  • Environmental and climate issues: 9.

Criteria for specialised advice (weighting):

  • Candidate's experience: 25.
  • Advisers' qualifications: 25.
  • Economic viability: 15.
  • Relevance of the offer: 25.
  • Environmental and climate issues: 10.

Price plays a strong role in the selection of service providers supporting young farmers. For specialised advice, experience, qualifications and the technical relevance of the offer together account for 75% of the weighting.

7. Status of calls for projects

  • First call: closed on 6 June 2025 after an extension.
  • Second call, specialised advice: open from 31 March to 30 April 2026, therefore closed.
  • In February 2026, the Region announced 19 successful organisations from the first call.
  • A repayable advance fund announced on 25 August 2026 may allow certain private structures already receiving a scheduled 78.01 grant to receive a cash advance corresponding to 20% of the expected public aid, with a guarantee and assignment of receivables. This mechanism is separate from the 78.01 grant.

8. Capital OS reading — matching

Positive signals: agricultural advisory body, technical centre, producer group or service provider with qualified advisers; structured programme for supporting farms; support for setting-up, modernisation, agroecology, management or climate adaptation.

Pre-qualification questions:

1. Is the applicant the advisory service provider?

2. Do its advisers have the required qualifications and experience?

3. Which agricultural or forestry audience will benefit from the service?

4. Does the programme provide for individualised services and verifiable deliverables?

5. What volume of advice and what staffing levels are mobilised?

6. Is a call matching the type of advice currently open?

Matching rule: do not offer this grant as a direct subsidy to a farmer wishing to purchase a service. Financial matching must target the eligible service provider; the farmer is the beneficiary of the advice.
