Protection of endangered breeds (PRM) — bovin Créole
FEADER 70.30 — Agri-environmental and climate measure (MAEC): Protection of endangered breeds (PRM)
FEADER 70.30 — Agri-environmental and climate measure (MAEC): Protection of endangered breeds (PRM)
1. Purpose and aim
Intervention 70.30 of the regional FEADER Guadeloupe supports the maintenance of the bovin Créole cattle breed on farms. This local breed contributes to the genetic biodiversity of livestock farming in Guadeloupe and is of interest for livestock systems adapted to tropical conditions, local forage resources and available by-products. The scheme aims to prevent its decline and disappearance, to preserve livestock genetic resources, to strengthen adaptation to climate change and to limit natural or health risks.
The bovin Créole breed is recognised by the ministry responsible for Agriculture as a breed that may be the subject of conservation and genetic improvement actions. The programme falls under the CAP specific objective relating to the protection of biodiversity, ecosystem services, habitats and landscapes.
2. Supported projects and actions
The scheme targets bovin Créole cattle herds whose conservation is threatened by changes in farming systems. It compensates the additional costs and loss of income associated with maintaining this breed, in particular compared with farming crossbred animals. This is aid linked to conservation and purebred breeding commitments, not a standard grant for purchasing equipment or constructing a building.
3. Potential beneficiaries
The following may be concerned:
- individuals carrying out an agricultural activity;
- companies carrying out an agricultural activity;
- other legal entities that operate a farm, in particular foundations, non-profit associations, non-profit agricultural establishments, and agricultural teaching or research establishments operating a farm.
The applicant must be up to date with their social security contributions and their obligations towards the tax authorities.
4. Eligibility conditions for the applicant and the herd
The applicant must in particular:
- manage the enrolled animals as purebred bovin Créole;
- be a member of SELECTION CREOLE, the body managing the breed in Guadeloupe;
- adhere to the technical conservation programme run by SELECTION CREOLE and allow the assessment of the animals as well as the official collection of their civil status and, where applicable, that of their offspring;
- be registered with the Établissement départemental de l'élevage (EDE) and have the herd identified with the EDE;
- have filed an area declaration with the competent services;
- keep a herd register in accordance with the applicable regulations;
- enrol at least three breeding females;
- permanently hold the number of females enrolled;
- have at least 50% of the enrolled females bred as purebred each year;
- have births recorded in accordance with current legislation.
Eligible animals are purebred bovin Créole cattle listed in the breed's main herdbook or supplementary herdbook. Only adult cattle are taken into account. The scale is 1 LU (livestock unit) for a male or female bovine over two years old.
The commitment relates to a number of animals and not necessarily to individually and permanently identified animals: during the term of the commitment, the animals may change, provided the same number of animals per sex is maintained and the scheme's other obligations are met.
5. Commitments to be met
The beneficiary undertakes to:
- maintain at least three breeding females;
- permanently keep the number of females enrolled;
- keep the herd register;
- have at least 50% of the enrolled females bred as purebred each year;
- record births in accordance with the regulations;
- cooperate with SELECTION CREOLE for the assessment of the animals and the monitoring of the conservation programme.
The commitment is annual. The applicant must be able to prove the actual presence of the enrolled animals and compliance with the obligations during inspections.
6. Amount of aid and funding rate
- Amount: 200 € per LU enrolled per year.
- Maximum public aid rate: 100%.
- Unit of calculation: LU enrolled/year.
- Scale: a male or female bovine over two years old represents 1 LU.
- Form of support: flat-rate grant calculated on the basis of the additional costs and loss of income associated with maintaining the bovin Créole breed.
- FEADER co-financing: 85% of eligible public expenditure. This rate corresponds to the European share of public funding, and not an additional rate to be added to the 100% public aid.
Indicative example: for 10 eligible LUs selected, the theoretical annual aid is 2 000 €, subject to validation of eligibility, of the animals and of the application by the managing authority.
7. Budget and timetable
The budget announced on the scheme's official page is 601 800 € in FEADER funding for the 2023-2027 period. Applications for year N must be submitted by 30 May at the latest, according to the scheme's official page. The aid application notice and the regional portal should be consulted before any submission in order to confirm the procedures, supporting documents and dates applicable to the campaign concerned. A selection process may be applied if the available funds are not sufficient to finance all admissible applications.
8. Selection criteria in the event of an insufficient budget
If a selection process becomes necessary, projects with the best potential impact on the environment and climate may be favoured. The regional strategic plan cites in particular projects located in areas of environmental concern, collective environmental initiatives and farms combining several agri-environmental and climate operations. These criteria are only applied if the available funds are insufficient to cover all admissible applications.
9. Expenditure and calculation
This is not a reimbursement of investment invoices. The flat rate is established on the basis of the additional costs and loss of income, calculated by comparing the income of a bovin Créole herd with that of a crossbred animal herd. The amount paid therefore depends on the number of LUs enrolled and recognised as eligible.
10. Practical steps
Before submitting:
- check membership of SELECTION CREOLE and of the technical conservation programme;
- check the identification of the animals and registration with the EDE;
- check the herd register and the required declarations;
- calculate the number of adult purebred LUs that could be enrolled;
- prepare the supporting documents requested in notice 70.30 and its annexes;
- check the current campaign date and submit according to the procedures indicated by the Région Guadeloupe.
11. Managing authority and contact

12. Points of attention for Capital OS
- The intervention specifically targets purebred bovin Créole cattle: do not present it as a generic aid for all endangered breeds or all cattle herds.
- The minimum threshold of three breeding females is an access condition, but the amount is calculated in eligible adult LUs, not simply in number of females.
- The 200 €/LU/year figure is the aid scale; the 100% rate is the maximum public aid rate. The 85% FEADER co-financing rate describes the breakdown of public funding.
- The 601 800 € budget corresponds to the FEADER envelope announced for 2023-2027, and not to a budget guaranteed per farm.
- The submission dates and supporting documents must be confirmed in the official notice for the campaign concerned.
