1. PURPOSE AND OBJECTIVE

The Young Farmer Grant (DJA) is a capital grant intended to finance the start-up of a farm. It aims to facilitate the start-up of new farmers in Guadeloupe, to promote generational renewal and to preserve the territory's usable agricultural area.

The DJA constitutes working capital for the first years of activity. It is not a grant calculated on each investment invoice: the amount is a lump sum, adjusted according to the characteristics of the start-up and the beneficiary's commitments.

The grant can be combined with the investment aid under the 73.01 intervention. The DJA finances the start-up while equipment investments are processed separately.

2. FINANCIAL PARAMETERS

  • FEADER 2023–2027 envelope: €5,525,000.
  • DJA for a main-occupation start-up: from €73,000 to €100,000.
  • DJA for a secondary-occupation start-up: half the amount attributable for main occupation, i.e. €36,500 to €50,000 based on the published range.
  • First instalment for main occupation: €48,000.
  • Intermediate instalments linked to adjustments: €0 to €27,000.
  • Balance for main occupation: €25,000 at the end of four years, subject to proper implementation of the business plan.
  • Duration of the business plan: 4 years.
  • Payment: several instalments over a maximum period of 5 years.
  • FEADER co-financing: 85% of eligible public expenditure.
  • Application filing: continuous, on a rolling basis.

3. ADJUSTMENTS FOR A MAIN-OCCUPATION START-UP

Three adjustments of €9,000 each are provided for:

  • Outside supplementary income below half the minimum wage (SMIC).
  • Conversion to or maintenance of plots in organic farming, in whole or in part.
  • Complementarity of production units, with at least one plant production unit and one animal production unit.

The total amount is capped at €100,000 for a main-occupation start-up. For a secondary start-up, the amount corresponds to half of that attributable for main occupation.

4. ELIGIBLE BENEFICIARIES

The DJA is intended for a natural person meeting the regulatory definition of young farmer, in accordance with Article 4 of European Regulation (EU) 2021/2115 and the French decree of 30 December 2022.

Main conditions of the PSR V6:

  • Be aged 40 or under at the date of application.
  • Meet the active farmer status conditions or, for certain corporate start-ups, the equivalent conditions on social protection and capital ownership set out in the regulations.
  • Hold the required agricultural professional qualification.
  • Have an approved Personalised Professionalisation Plan (PPP).
  • Submit a four-year business plan demonstrating the viability and sustainability of the farm.

The notice published in December 2024 details the diploma and professional experience situations that may justify agricultural professional capacity. For status conditions, the more recent PSR V6 is the reference to be preferred.

5. ECONOMIC CONDITIONS OF THE PROJECT

The business plan must demonstrate a minimum projected agricultural income in the fourth year:

  • Main-occupation start-up: at least the minimum wage (SMIC).
  • Secondary-occupation start-up: at least half the minimum wage (SMIC).

Economic size thresholds set by the PSR V6:

  • Standard gross production potential (PBS) of at least €15,000 per farm.
  • PBS capped at €250,000 per farming partner.

For candidates already affiliated to the self-employed farmers' scheme at the date of application, the PSR sets a condition relating to prior available agricultural income: not having reached, on average, an annual SMIC over the last three financial years for a main-occupation start-up, or half the SMIC for a secondary-occupation start-up. If the activity has lasted less than three years, the calculation is based on the available period where it is representative of a production cycle.

The business plan must include:

  • Description of the farm and the start-up project.
  • Projected technical and economic data.
  • Intended legal form.
  • Breakdown of share capital in the case of a company.
  • Projections allowing assessment of the viability, sustainability and ability to generate the expected income.

Income may include a combination of agricultural activities and supplementary activities, provided that the whole remains compatible with farmer status.

6. BENEFICIARY'S COMMITMENTS

Notice 75.01 V2 notably specifies the following obligations, to be read together with the PSR V6 and the award agreement:

  • Implement the business plan within nine months of signing the agreement.
  • Carry out the activity of farm manager for at least four years from the start-up date.
  • Carry out the project in accordance with the information in the business plan.
  • Implement the actions linked to the financial adjustments obtained.
  • Keep the required management accounts and submit the monitoring documents.
  • Comply with administrative checks.
  • Request payment of the balance within the time limit provided, at the latest in the fifth year after the issuance of the JA compliance certificate under the notice.
  • Inform the processing service of any changes affecting the project, particularly if they alter the financing plan.

In the case of progressive acquisition of agricultural professional capacity, the notice provides for obtaining the required diploma and validating the PPP within three years of the award decision. Failure to comply with the commitments may result in penalties or a reduction of the grant under the applicable scheme.

7. ELIGIBLE AND INELIGIBLE EXPENSES

The DJA is an adjusted lump-sum grant: it is not calculated from a list of eligible expenses on invoices. The business plan may, however, provide for cash-flow needs linked to start-up, running costs, ramping up production and structuring the farm.

Equipment investments must be identified in the plan and may be the subject of a separate application under 73.01 where the conditions for that intervention are met.

Notice 75.01 states "not applicable" for specific ineligible expenses given the lump-sum nature of the grant. This does not exempt the beneficiary from complying with the commitments of the business plan and the rules of the award decision.

8. SELECTION AND SCORING

Applications are filed continuously. Files are ranked according to a grid aimed at supporting generational renewal in farming.

The PSR V6 provides for scoring out of 300 points, with a minimum threshold of 150 points, equivalent to 50/100 in the standardised reference scale.

Criteria and weighting:

  • Farm autonomy with regard to available production resources (buildings, land, equipment): 30 points.
  • Leverage effect of the start-up grant: 30 points.
  • Contribution to production objectives meeting local needs: 20 points.
  • Innovation, environmental protection and adaptation to climate change: 20 points. Total weighting: 100.

The application must document the available or planned production resources, the role of the DJA in the start-up, the suitability of production to local needs, and the innovation or environmental transition choices made.

9. OPERATIONAL READING FOR CAPITAL OS

Family: Agriculture / Start-up / Creation or takeover of a farm.

Matching signals:

  • Young farmer aged 40 or under.
  • Main- or secondary-occupation start-up.
  • First start-up as farm manager.
  • Creation or takeover of a farm in Guadeloupe.
  • Preparation of a PPP and a four-year business plan.
  • Project reaching the PBS economic thresholds.
  • Start-up cash-flow need.
  • Conversion to or maintenance of organic farming.
  • Complementarity between plant and animal production.
  • Need for supplementary equipment investment potentially eligible under 73.01.

Qualification filters:

  1. Age compliant at the date of application.
  2. Active farmer status or corporate situation compliant with the PSR.
  3. Professional qualification and approved PPP, or authorised progressive acquisition route.
  4. Registered office and agricultural activity in Guadeloupe.
  5. Four-year business plan demonstrating a minimum projected income of one SMIC or half an SMIC depending on the type of start-up.
  6. PBS between €15,000 and €250,000 per farming partner.
  7. Prior agricultural income condition verified where the applicant is already established.
  8. Application reaching at least 180/300 points.
  9. Filing before the start of the business plan.

False positives to avoid: a person over 40 at the date of application, an agri-food processing project without start-up as farm manager, agricultural activity located outside Guadeloupe, a farm whose economic size is outside the thresholds, or an application submitted after the start of the business plan.
