Financing R&D and innovation

Tax credits, grants, repayable advances, loans and guarantees: how the funding for an R&D programme fits together.

A research and development programme is funded in successive layers. Tax credits (CIR and CII) reimburse part of the expenses incurred after the fact; Bpifrance's and the regions' grants and advances fund the programme while it is being carried out; innovation loans and guarantees complete the funding plan; France 2030 and European calls for projects support the most ambitious projects.

The catalogue lists {{ouvertes}} open schemes for this stage, including {{nationales}} national ones. The many regional schemes often target a specific territory and sometimes a specific sector.

Which R&D expenses can be funded?

R&D funding covers three main expense categories.

Research staff

Researchers, engineers and technicians assigned to the programme: the primary basis for the CIR and JEI status, and for the CIFRE scheme for a PhD student.

Work and services

Outsourcing to laboratories, technical services, prototypes, patents: covered, depending on the scheme, by grants and tax credits.

Project timeline

An R&D programme often takes several years before it generates revenue: repayable advances and innovation loans smooth out this waiting period.

How do you want to fund your R&D?

CIR or CII: which tax credit for which expenses?

The research tax credit (CIR) covers fundamental research, applied research and experimental development work that resolves a scientific or technical uncertainty. Its rate is 30% of expenses up to €100 million in mainland France, then 5% beyond that; it is 50% up to €100 million in overseas departments. Public grants received for the project are deducted from the basis.

The innovation tax credit (CII), reserved for SMEs, covers the costs of designing prototypes or pilot installations for new products, downstream of research. Its rate in mainland France is 20%, on a basis capped at €400,000. The same expense cannot be counted under both the CIR and the CII.

Grant, advance or innovation loan: what to choose with Bpifrance?

Bpifrance funds innovation programmes while they are being carried out. The Innovation Development Grant takes the form of a grant or a repayable advance, with a support rate of 25% to 65% of eligible expenses and a cap of €3 million. The Innovation Advance, for breakthrough projects with high uncertainty, covers up to 70% of eligible expenses, capped at €3 million, over a maximum of 36 months.

The R&D Innovation Loan complements these grants: up to €3 million, capped at twice equity and quasi-equity, over 5 to 8 years with a 1- to 3-year grace period. It notably funds staff, equipment, prototypes, pre-production series and certain intellectual property costs. Lastly, the Innovation Guarantee covers 60% of a bank loan dedicated to an innovation project.

Regions, France 2030 and Europe: for which projects?

Regions have their own R&D and innovation grants, often combined with European ERDF funds: the catalogue lists 45 for this stage. They frequently target collaborative projects between companies and local laboratories.

The most ambitious projects fall under national calls for projects (France 2030, including i-Démo for major structuring projects) or European ones (Horizon Europe, Eurostars, European Innovation Council). Their timelines are set call by call: several calls listed here are closed and are kept for historical reference.

Steps to secure funding

  1. 1Describe the R&D programmeTechnical bottlenecks, state of the art, work plan, budget by item and timeline.
  2. 2Estimate the CIR or the CIIIt reduces the net cost of the programme and is declared after expenses are incurred.
  3. 3Apply to Bpifrance or the regionGrant, advance or loan while the programme is being carried out.
  4. 4Identify calls for projectsFrance 2030, Horizon Europe, Eurostars depending on ambition and partners.
  5. 5Document the workTechnical file and time tracking: essential in the event of an audit.

Frequently asked questions

Can the CIR be combined with a Bpifrance grant?

Yes, but public grants received for the project are deducted from the CIR basis. Combining them is therefore possible, at the cost of a correspondingly reduced tax credit.

Is the CII open to large companies?

No, the innovation tax credit is reserved for SMEs. Large companies rely solely on the CIR for their research work.

Is a repayable advance always repaid?

It is repaid if the project succeeds, according to the schedule set out in the contract; if failure is established, part of it may not be repaid, under the conditions set by the agreement.

Can a startup obtain immediate reimbursement of the CIR?

Certain categories of companies, notably SMEs and young innovative companies, can request early reimbursement of the receivable: the conditions are detailed in the CIR / CII guide.
