Support for the Creation and Operation of Territorial Observatories
ADEME funds the scoping, set-up and operation of regional Climate-Air-Energy or Circular Economy-Waste-Resources observatories, with set-up aid per observatory and per mission and annual operating aid.
ADEME supports organisations that set up or run regional observatories on climate-air-energy or on the circular economy, waste and resources. The funding distinguishes one-off aid for setting up the observatory from annual aid for running it.

Who can apply
The target is organisations that coordinate one or more regional observatories, notably local authorities, public administrations and associations, under the scheme’s conditions. The applicant must have the coordinating role for the observatory concerned.
Eligibility conditions
The project must concern one of the two recognised missions: Climate-Air-Energy, or Circular Economy, Waste and Resources. Set-up aid and operating aid can be combined over the same period; a scoping study can also be supported. ADEME’s regional office validates eligibility before applying.
What the scheme covers
Setting up an observatory, scoping studies and its annual operation can be supported. Eligible costs and cost categories must comply with ADEME’s 2026 cost categorisation guide and financing conditions.
Amount and funding terms
The scheme provides flat-rate set-up aid, paid once per observatory and per mission, and annual operating aid. An observatory covering both missions can apply for aid for each; amounts are set in ADEME’s “Conditions d’éligibilité et de financement – 2026” and vary by strand.
How to apply
Contact ADEME’s regional office before applying to validate the mission and the organisation’s eligibility. Download the financing conditions and the cost categorisation guide, gather the requested documents, then apply on the AGIR platform with a user account.
