ORENO — Social and Medico-Social Housing Renovation

ORENO for social and medico-social residential care targets players able to offer integrated, high-performance renovation packages for residential social and medico-social establishments (ESSMS). Companies can apply alone or in a consortium with consultancies, building contractors, architects, financiers, insurers or energy suppliers. The scheme runs from 30 March to 31 December 2026; the aid supports structuring and trialling offers, not a standard grant paid directly to each establishment for its works.

Social and medico-social residential establishments, notably care homes for older people (EHPAD), must improve their energy performance while keeping residents housed and adapting to heatwaves. ORENO aims to develop comprehensive offers combining design, works, financing, performance guarantees and maintenance, so that these renovations are easier to decide on and roll out.

Who can apply

The target beneficiaries are renovation players able to build a comprehensive offer for residential social and medico-social establishments. A company can act alone or with partners: building contractors, consultancies, architects, developers, manufacturers, banks, insurers, energy suppliers, landlords or third-party financing companies. The establishments are at the heart of the projects, but the application is aimed at the operators structuring the offer.

Eligibility conditions

The project must offer an integrated, replicable solution covering several aspects of high-performance renovation and climate adaptation. The application must explain the partnership, business model, engineering, financing, performance guarantee and planned maintenance. Detailed eligibility and the rate negotiation are governed by the official April 2026 conditions.

What the scheme covers

ORENO targets turnkey offers that make it easier for care homes and other residential ESSMS to take action. Projects can combine assessment, design, energy renovation works, climate adaptation, financial structuring, performance monitoring and maintenance. The project’s value must be shown through a coherent offer and its ability to be replicated across several establishments.

Amount and funding terms

The aid rate is finalised after a negotiation phase covering the programme, the partnership and the support rate. There is therefore no universal percentage to apply to each establishment’s works. Eligible costs and financing conditions are set out in ADEME’s “ORENO – Conditions d’éligibilité et de financement – Avril 2026”. The applicant must build a detailed budget and have the cost base and rate confirmed during the review.

How to apply

1. Identify one or more residential ESSMS and their needs. 2. Build a team covering technical, works and financing skills. 3. Describe the integrated offer, its business model, performance commitments and replication potential. 4. Cost the expenses and deliverables under ADEME’s April 2026 conditions. 5. Submit the application on the platform and prepare for the negotiation phase on the programme and aid rate.

Timeline

The official page indicates a period from 30 March to 31 December 2026. The closing date and application terms should be rechecked on the ADEME page before submitting; the application is then reviewed and goes through a negotiation phase.
