Are you preparing productive investment by a solidarity enterprise? The “Investment aid for social utility enterprises” scheme aims to encourage investment in production equipment by social and solidarity economy organisations holding the “Solidarity enterprise of social utility” (ESUS) approval, for projects to create, modernise or develop their production tools in favour of short supply chains and the territory’s food self-sufficiency, in an exclusively collective approach. This scheme complements the aid granted by the Grand Est Region under its “Aid for social utility enterprises” scheme. The first step is to confirm that your business, its activity and its location fall within the scope of the funder (CA d’Epinal).

Not eligible: solidarity enterprises of social utility approved by assimilation (point III of article 11 of the ESS law); organisations in suspension of payments, bankruptcy or receivership, or facing any legal problem endangering their financial stability; projects with a social or solidarity purpose but no economic purpose; projects carried by a third party on behalf of an organisation not yet created. Eligibility conditions

Conditions listed: the business must comply with the regulations in force, notably social and tax regulations, and not be subject to collective proceedings. Eligible investment must be at least €30,000 excluding VAT. Have the version of the rules, the applicable thresholds, exclusions and combination rules confirmed in writing. In particular, do not commit expenditure before checking whether prior application is required.

What the scheme covers

Operations mentioned in the catalogue: equipment investment projects linked to creating and developing organisations, with priority for those in line with the Communauté d’Agglomération d’Epinal’s strategic priority for short supply chains and food self-sufficiency, in an exclusively collective approach. Eligible investment: new or second-hand productive equipment to create, modernise or develop production tools. The scheme may also support organisations being created, subject to an assessment of the project’s viability, its financial self-sufficiency within 3 financial years and its social utility impact. Not eligible: investment linked to purchasing land, buildings or administrative equipment or to property works such as construction, extensions or renovation (these works may, under conditions, fall under a property investment aid scheme); costs of services, for example registration or transport costs; consumables. Simple financial leasing is excluded. For each item, prepare a separate quote and ask the managing body to confirm whether it is eligible, how VAT is treated, ancillary costs and any exclusions (second-hand equipment, in-house works, property, leasing or expenditure already aided).

These parameters are indicative and should be compared with the rules currently applicable, the size of the business, the expenditure base used and the combination rules. Do not build your financing plan on the indicative amount alone.
