This aid concerns property projects for a tourism activity in the Vosges: construction, extension, fit-out or redevelopment of a building. The catalogue sets different caps depending on the amount of investment, the project owner’s profile and certain categories of project. It notably mentions a cap of €10,000 for eligible investment below €150,000 excluding VAT, as well as specific rules for micro-enterprises and structuring projects. The overall development project must reach a minimum investment of €10,000, supported by invoices with a minimum unit amount of €300. Preliminary checks: territorial eligibility, sector, size, tax and social security situation, minimum threshold, combination rules, how long the activity must be maintained and the authorised start date.
What the scheme covers
Property investment as part of the construction, extension, fit-out or renovation of a building, and the associated costs; fees for architects and technical design firms (up to 10% of the expenditure accepted for the whole property programme). Not eligible: property acquisitions; purchase of materials supplied without installation and works carried out by the business itself (unless this is the business’s core activity or installation is carried out by qualified firms); legal fees; buying out SCI shares. Draw up a budget per item, with detailed quotes and a distinction between amounts excluding and including VAT. Have the eligible base, exclusions, fees and VAT treatment confirmed in writing before signing.
Amount and funding terms
For businesses, the aid is capped at €10,000 for eligible investment below €150,000 excluding VAT, or for a tourism project carried by a private individual or a micro-enterprise, and for any investment relating to a furnished holiday let or guest rooms; a bonus may be granted for accommodation with a capacity of more than 12 permanent beds and an eligible base above €350,000 excluding VAT, with total grant not exceeding €15,000 excluding VAT. The cap is €50,000 for eligible investment of €150,000 excluding VAT or more (excluding furnished holiday lets, guest rooms and projects carried by a private individual or micro-enterprise). Exceptionally, the cap may be lifted for projects that are structuring for the territory; the aid amount will then be set case by case, after decisions by both local authorities, namely the EPCI and the Department. The aid will be set within the intervention rates allowed by EU regulations, from 0% to 30% of eligible investment, notably the authorised combinations of public aid to businesses. The aid may not exceed the business’s equity and quasi-equity (excluding grants). Joint support from the EPCI and the Department can only cover one application at a time. The aid can be combined with other aid within the limits of the regulations. The scale and opening period should be confirmed with the funder before any commitment. An announced cap is not an automatic award.
