Micro-enterprise Development Support

Financially supporting very small businesses in their development; encouraging job and wealth creation in the Hauts-de-France region. The catalogue notably identifies the following costs: Investments for the exclusive use of the business activity (excluding mixed private/business assets) purchased from duly registered businesses (purchases from private individuals are excluded). Not eligible: property acquisitions and construction; leased investments; investments made by the business for itself (capitalised production); consumables; self-performed works (a business must be used); purchases from private individuals.

Several aids are distinguished according to the size of the business, its location and the type of project. This fiche concerns the very small business strand: the criteria or caps of the SME scheme should not be applied to it. The municipalities and investment thresholds must be checked before applying.

What the scheme covers

Investments for the exclusive use of the business activity (excluding mixed private/business assets) purchased from duly registered businesses (purchases from private individuals are excluded). Not eligible: property acquisitions and construction; leased investments; investments made by the business for itself (capitalised production); consumables; self-performed works (a business must be used); purchases from private individuals.

Amount and funding terms

Grant of 30% of eligible investments, or a grant of €3,000 per job created on a full-time permanent contract. The hiring grant is paid after the employee has been with the business for 6 months. If the employee resigns or is dismissed within the first year, they must be replaced within a month, failing which the CCFL will recover its €3,000 grant by issuing a demand for payment. The two grants cannot be combined; the more favourable one will be granted. The cap is €9,000, whether calculated on investments or jobs. The job creation grant can be combined with the Hauts-de-France Region’s repayable advance for developing very small businesses, up to a maximum combined intervention of 80% of eligible costs and within the applicable EU regulations. The aid can only be obtained once.

How to apply

Contact the economic development directorate to obtain the application file. First confirm the municipality where the business is located, that it qualifies as a very small business and the investment bracket. Prepare the quotes, financing plan and evidence of equity, then apply before committing to the project if the rules require it.

Timeline
