Who can apply

**Beneficiaries listed.** SMEs as defined by the EU, mainly engaged in production (production crafts, industry), based in Pays de la Loire (head office, subsidiary, establishment). Exceptionally, mid-caps may be eligible if they can demonstrate precisely the incentive effect of public aid. Geographical scope: territorial aid. Headcount/size: fewer than 10, 10-49, 50-249, 250 and over.

Eligibility conditions

**Conditions listed.** Beneficiary businesses must be up to date with their social security, tax, health and environmental obligations and be in a sound financial situation. In this respect, the Region reserves the right to have a financial audit carried out by a provider of its choice, at the Region’s expense.

What the scheme covers

**Operations and costs listed.** ELIGIBLE PROJECTS: actions to modernise a production tool/process, notably: automation — robotics/cobotics, “smart” lines; industrial organisation — flow and supply chain management, quality, traceability; advanced production processes — additive manufacturing, machining and assembly technologies, advanced surface and heat treatments, non-destructive testing, composite materials, in-line metrology; digitalisation — MES (industrial process management systems), immersive technologies (virtual and augmented reality), 3D digitalisation, data management, artificial intelligence, Internet of Things; operator of the future — adaptation, workplace ergonomics, reducing arduous work. Businesses’ commitments to the ecological transition will be examined particularly closely and may, where appropriate, lead to increased regional support; businesses must in any case agree to take a concrete ecological transition approach. STRANDS OF THE AID: strand 1 — diagnosis/feasibility study phase: supporting a diagnosis/assessment before deciding whether to commit to a modernisation or transformation project; eligible costs are the costs of consultancy services provided by advisers external to the business (private players including robotics integrators, technical centres, expertise and innovation platforms, associations such as clusters, etc.); this phase produces a deliverable (written report). Strand 2 — integration and testing phase: supporting proof of concept and experimentation; eligible costs include the business’s salary costs, rental or purchase of test equipment, and costs linked to certain fittings or production stoppages. Strand 3 — operational deployment phase of the project.

Amount and funding terms

**Amount and funding.** Businesses selected under the call can access funding covering the 3 phases of a project to modernise or transform the production process. Strand 1: grant of up to 80% of eligible costs excluding VAT (minimum threshold €4,000 excluding VAT) if the business continues its project under strand 2 and/or strand 3; otherwise the intensity remains at 50% of eligible costs. Aid under each strand 1 is capped at €23,000. Strand 2: interest-free loan with a one-year deferral, which may be supplemented by a grant of €5,000 to €10,000 (depending on the final remaining cost) if the business carries out a carbon assessment or energy audit; eligible costs must be at least €10,000 excluding VAT; aid under each strand 2 is capped at €50,000. Strand 3: for this phase, the Region’s preferred form of support is a participatory loan, not earmarked, without collateral and with a capital repayment deferral. As regional loans are not earmarked, they can help close the “full cost” of an operation, including intangible costs and working capital (cash). Support therefore takes the form, principally, of a Pays de la Loire Redéploiement loan at an APR of 2.03%, with a capital repayment deferral of up to 3 years, the amount and term (10 years maximum) being set case by case; payment is conditional on obtaining private financing (bank loans, equity, leasing, etc.) at least equal to the regional aid. In addition, and only for SMEs able to show a modernisation pathway formalised by a technical feasibility study eligible under strand 1 (simple supplier quotes are excluded), a grant of 10% of the accepted investments is possible, subject to regulatory feasibility; the investments must be new assets resulting from the prior technical study and represent at least €150,000 excluding VAT over one year; the grant may not exceed one third of the associated regional loan. The grant coupled with the loan is capped at €100,000, raised to €150,000 if the business makes additional environmental investments (excluding property). Total regional support under strand 3 may not exceed €600,000 (€450,000 in loans and €150,000 in grants), except for certain exceptional projects where the loan amount may be uncapped case by case.
