Who can apply

Public bodies, companies and associations can apply. Geographical coverage includes Corsica and the overseas territories listed by ADEME, including Guadeloupe, French Guiana, Réunion, Martinique, Mayotte, New Caledonia and French Polynesia.

Eligibility conditions

The project must address a local circular economy issue: reducing material losses or unsold food, developing reuse, repair or refurbishment, building a local recycling/material recovery channel, or changing food practices. Costs and deliverables must be detailed according to ADEME’s cost categorisation guide.

What the scheme covers

Eligible actions include in particular local assessments, feasibility studies, trials adapted to island contexts, outreach and training, reuse and recycling centres (ressourceries), sorting or material preparation equipment, and recycling or remanufacturing investment.

Amount and funding terms

The rate and cap depend on the type of cost and the eligibility and financing conditions “Émergence ECI OMC – 2026”. The official page does not give a single amount for all projects: the budget must be split between studies, outreach/communication/training and investment, then checked against the applicable ADEME scale.

How to apply

Download the 2026 financing conditions, the cost categorisation guide and the application guide. Describe the local problem, the material flows concerned, the beneficiaries, measurable results and the budget by item; apply via AGIR after discussing with the relevant ADEME regional office.
