Support for Business Real Estate
The Val Marnaysien aid targets business property projects, notably those that are structuring for the territory and involve an employment commitment. The catalogue mentions micro-businesses and SMEs registered in the RNE and criteria linked to the nature of the project. The rate, cap and required commitments should be confirmed in the current rules before including the aid in the financing plan.
A property project can support a business’s growth, but it must also produce concrete benefits for the territory: activity, set-up or jobs. The Val Marnaysien aid is presented as support for local or structuring property projects, with attention to employment commitments. To find out whether your project fits this approach, prepare the investment programme and the jobs maintained or created.

Who can apply
The aid targets micro-businesses and SMEs within the EU meaning, registered in the RNE, with a project in the Val Marnaysien territory. The local authority should confirm the precise criteria on size, location, activity and any conditions on creating or maintaining jobs.
Eligibility conditions
Profile and criteria to check: micro-businesses and SMEs within the EU meaning registered in the RNE; businesses registered with the Chamber of Agriculture but carrying out a production activity with processing and/or direct sales; liberal professions; work-integration enterprises and social and solidarity economy businesses; property holding companies, provided the manager of the business ultimately occupying the premises is a shareholder; lessors, provided the lessees are the managers or the businesses ultimately occupying the premises. Not eligible: auto-entrepreneurs; businesses in agriculture, aquaculture and fishing where the operation concerns buildings not used for processing or direct sales; tourist accommodation providers; businesses in difficulty, i.e. subject to safeguard, receivership or liquidation proceedings. Operational conditions listed: the project owner must be up to date with their tax and social security contributions and with invoices issued to them by the Communauté de Communes. The beneficiary must undertake to: maintain its activity in the territory of the Communauté de Communes du Val Marnaysien for at least 5 years; maintain the jobs generated by its project for at least 3 years; and take part in programmes developed by the local authority or its partners in its area, in particular operations at no cost to its activity. Where a future user of the premises is a business being created, the activity must have actually started when the balance of the aid is paid. The beneficiary must complete its project within a year of signing the agreement for an acquisition of premises, and within two years for construction, extension or works. Point of attention: the catalogue indicates 3% capped at €30,000 for a structuring project or 10% capped at €10,000 for a local project. Check the expenditure base and how the project is classified with the local authority.
What the scheme covers
The listed projects are local or structuring property investments. The analysis should link the expenditure to the development of the activity and specify the expected effects on employment. The exact list of eligible operations and expenditure should be checked in the rules, notably to distinguish land, building, works and ancillary costs.
Amount and funding terms
Amount taken from the catalogue (to be confirmed): for structuring projects: a grant of 3% of the eligible expenditure base, capped at €30,000; for local projects: a grant of 10% of the eligible expenditure base, up to €10,000. The amount actually awarded depends on the accepted expenditure base, the aid regime, the size and situation of the business, other public funding and the available budget. No amount should be considered secured before confirmation from the funder.
How to apply
1. Prepare the property programme, its detailed budget and timetable. 2. Present the expected benefits for the activity and the planned employment commitments. 3.
