Security Support for Tobacco Retailers
The aid concerns ordinary or special tobacconists, permanent or seasonal, for eligible security equipment and services. The catalogue mentions a cap of €10,000 per tobacconist over a five-year period, but the caps per item and the quota must be checked in the customs scale.
The Directorate General of Customs and Excise (DGDDI) offers specific aid to tobacconists to buy and install certain new security equipment. The official page was updated in August 2026 and now provides for an online application via GIMT. The equipment must meet the categories, specifications and caps set by the regulations.

Who can apply
Managers of tobacconists (débits de tabac): ordinary or special, permanent or seasonal.
Eligibility conditions
The manager has one year to provide the invoices showing that the works have been carried out. The prior security audit must be carried out by a company with no legal or commercial link with the manufacturer or installer of the security equipment. The tobacconist must own the security equipment. Since 11 July 2026, the security aid application is no longer a written request but an online application on the GIMT service (computerised management of the tobacco monopoly). Since 15 July 2026, when an application sent to the administration is incomplete, the applicant is informed online via GIMT, rather than by recorded delivery letter, that they must send the precisely listed missing documents within two months of notification. For any renewal of equipment, before making any change, the tobacconist must inform the competent local customs office in writing of the type of obsolescence affecting the equipment.
What the scheme covers
Eligible operations: securing the parts of the commercial premises where the tobacconist operates (the length of the tobacco sales counter and the tobacco storeroom as declared to customs); the direct accesses to the tobacco sales counter and storeroom, such as the shop entrance, the storeroom entrance and the internal passages leading to them; and the tobacconist’s journeys between the shop and the tobacco supplier’s premises, between the shop and their home, and to their bank for cash deposits. In the event of a loss or works imposed by a third party making it impossible to continue trading, tobacconists can receive the security aid for equipment installed in temporary premises. Eligible investment: security study; protection equipment and systems — safes; locks and bolts, armoured doors and anti-burglary door units (resistance of at least 5 minutes); anti-burglary glazing; alarm systems, including those able to include a fog generator; metal shutters or grilles; GPS tracking beacons; steel bars; bollards and low walls in front of the shop entrance(s) to prevent intrusion; video protection (video surveillance) systems. Renewal of equipment or part of it for a technical or technological improvement, limited to replacing equipment or part of it linked to an alarm or video surveillance installation, every four years. Not eligible: all weapons, including stun devices; removal of old security equipment, repairs and restoring installed equipment to working order, except after a loss; offensive active protection systems such as smoke and gas, except fog generators; automatic doors, tilt or casement windows; leased or lease-financed equipment.
Amount and funding terms
A grant capped at €10,000 per tobacconist per five-year period, with a maximum flat rate per item of security equipment. When renewing all or part of the alarm equipment or all or part of a video surveillance system, the aid is capped at €2,500 per tobacconist per five-year period, with a maximum flat rate per part. The amount of the security aid is set by the competent interregional director of customs and excise. For tobacconists that have suffered a loss, if security equipment must be replaced or repaired, the aid is calculated after deducting the compensation paid by the insurer for the loss actually suffered.
How to apply
Submit the application and supporting documents via the GIMT online service, following customs instructions. Check the eligibility of each item of equipment, the cap per item and the specific rules for renewals.
