Support for Companies Exposed to a Significant Risk of Carbon Leakage

Indirect cost compensation can support certain industrial companies exposed to the risk of carbon leakage due to EU Emissions Trading System costs passed on in electricity prices. The DGE specifies that the mechanism is reserved for defined sectors or sub-sectors and requires an energy audit or energy management, as well as energy performance obligations. Applications must follow the official campaign timetable; the 31 March 2026 deadline for costs incurred in 2025 has passed.

For certain very electricity-intensive industrial sites, the cost of carbon allowances passed on in electricity prices can weigh on competitiveness and encourage production to move outside Europe. Indirect cost compensation aims to limit this risk for industrial sectors recognised as exposed, while linking support to energy performance requirements. It is a targeted mechanism: belonging to an eligible sector and meeting energy obligations are decisive.

Who can apply

Companies in the sectors or sub-sectors on the official list, where the cost of carbon allowances passed on in electricity prices exposes them to a significant risk of carbon leakage. Being industrial or energy-intensive is not enough: the activity code, the sites concerned and the energy performance conditions must be examined under the rules in force.

Eligibility conditions

Conditions currently listed: beneficiaries must carry out an energy performance plan. The audit must be less than 4 years old. For companies applying for aid for costs incurred in 2021, the audit must have been carried out after 1 January 2018. To continue receiving the aid, an update of the audit or review must be carried out from 1 January 2025 and submitted before 31 March 2026, and a second update carried out from 1 January 2029 and submitted before 31 March 2030. Check in particular the application date, incentive effect and combination rules before committing.

What the scheme covers

The aid compensates part of the indirect costs linked to carbon allowances built into the electricity price, according to a regulatory formula and data specific to the company and its sites. The calculation depends on the reference period and official parameters; an allowance price or rate from an old page must not be reused without checking. Energy audit or energy performance plan obligations are part of the scheme.

Amount and funding terms

Catalogue information: a grant covering 75% of costs. For sectors where 75% aid intensity is not enough to ensure adequate protection against carbon leakage, the residual indirect costs borne by the company after the aid is paid may be limited to 1.5% of its gross value added in the year for which the aid is granted. For the advance, the amount is 10% of the aid for the current year. Check the version in force before relying on these figures.

How to apply

1. Check that the company’s sector and sites fall within the official scope. 2. Prepare the electricity consumption and production data and the calculation documents requested. 3. Check the energy audit or energy management system obligations and, where applicable, the energy performance plan. 4. Follow the campaign dates and arrangements published by the DGE (Directorate General for Enterprise) and the ASP (services and payment agency); for costs incurred in 2025, the 31 March 2026 deadline has passed.

Timeline

The DGE states that applications for costs incurred in 2025 had to be sent to the ASP before 31 March 2026; this deadline has passed. The next application window should only be relied on once the corresponding campaign arrangements and dates have been published. The DGE has also set specific deadlines for submitting energy performance plans depending on the beneficiary’s situation.
