PACTE Industrie — Support and Skills Pathway for Industrial Energy Transition
PACTE Industrie offers support to industrial companies on energy management, changing the energy mix and the low-carbon transition. Some opportunity studies require an energy audit less than four years old or an energy review less than three years old; combined tracks may be offered if there is no audit. ADEME’s 2026 page indicates the scheme is available in all regions until 31 December 2026, subject to the rules of each type of support.
Reducing energy costs and decarbonising an industrial site means choosing between energy efficiency, heat recovery, renewable energy, electrification and hydrogen. PACTE Industrie, run by ADEME and ATEE and funded by energy saving certificates (CEE), supports studies and coaching to structure these decisions and upskill teams.

Who can apply
The programme is for industrial companies wishing to structure their energy and low-carbon transition, whatever their size, subject to the criteria of the chosen track. Missions must be carried out by qualified providers meeting the programme’s requirements. Non-industrial tertiary organisations should look instead at ADEME’s tracks designed for the tertiary sector.
Eligibility conditions
Conditions vary by type of support. For opportunity studies on changing the energy mix, an energy audit less than four years old or an energy review less than three years old is generally required. Without an audit, a comprehensive study may be offered under certain conditions. Prerequisites, eligible providers and funded costs are set out in the 2026 conditions.
What the scheme covers
Support covers in particular opportunities to change the energy mix, energy efficiency, waste heat recovery, renewable energy, electrification and hydrogen. It can also help steer energy strategy and prepare investment decisions. The expected result is a usable roadmap, with technical scenarios, constraints, costs and priorities, rather than an assessment with no operational follow-up.
Amount and funding terms
PACTE Industrie funds certain types of support at rates and on conditions specific to each service. There is no single flat amount for all companies and missions. Check the 2026 conditions, the specifications and the share left to pay before selecting a service; the programme is funded by energy saving certificates and its overall budget announced by ADEME is €49 million over six years.
How to apply
1. Identify the site’s main energy uses and decarbonisation projects. 2. Check the date and scope of the existing energy audit or energy review. 3. Choose the track matching the decisions to be made. 4. Read ADEME’s conditions and select a listed provider where required. 5. Have the funding confirmed and apply before the mission starts.
Timeline
The 2026 page indicates a period from 1 January to 31 December 2026. Conditions vary by service; companies must confirm the track’s availability and funding rules before signing a contract.
