ARME — Economic Restructuring Anticipation — Cash Flow and Investment Support
ARME – Cash flow and investment is aimed at distressed organisations in Normandy and can combine regional support with private financing or contributions. The published cash-flow caps range from €50,000 for a very small business to €300,000 for a mid-cap or large company, subject to conditions and within the aid rules. Investment aid follows a separate cost base and rules.
The Normandy Region’s ARME scheme supports certain struggling businesses with a site in the region, in particular to strengthen their cash flow or fund investments. For cash flow, the Region indicates a maximum intervention of 50% of the established need, with caps depending on the size of the organisation and recent co-financing. Funding may take the form of an interest-free loan without collateral and/or a grant. Given the date of the rules, check that they are still in force.

Who can apply
Organisations with at least one site in Normandy, registered in the trade and/or crafts register and belonging to the sectors covered by the rules. They must be in a situation of fragility/difficulty, have closed accounts and be up to date with their obligations or have an accepted repayment plan. Certain activities and legal forms are excluded.
Eligibility conditions
Cash-flow funding is based on an established need and recent eligible co-financing, for example a medium-term bank loan, a capital contribution, a blocked shareholder current account or a bond issue. Repayment may be spread over up to 60 monthly instalments after a maximum deferral of 24 months. The investment strand is separate and must be reviewed according to its own cost base and co-financing.
What the scheme covers
Strengthening working capital and, depending on the strand requested, tangible or intangible investments as part of a consolidation plan. Costs and financing must be linked to the plan submitted to the Region.
Amount and funding terms
To strengthen cash flow, regional support may reach 50% of the established need, up to the announced limit of €50,000 for very small businesses, €100,000 for small businesses, €200,000 for medium-sized businesses and €300,000 for mid-caps and large companies. The instrument may be an interest-free loan without collateral and/or a grant. Co-financing must be less than three months old. For investment, see the dedicated page: the parameters are not the same.
How to apply
Contact the Economic Change – ARME department before finalising the financing structure. Prepare the closed accounts, a cash-flow plan, the established need, evidence of co-financing less than three months old and information explaining the fragility.
