IDEE Innovation
The Normandy Region supports innovative or experimental projects offering a new product or service, little or not yet tested in Normandy, with potential for dissemination and transfer of experience. The regional rate can reach 50% of the total project cost excluding VAT (or including VAT for an applicant that does not recover VAT). Costs may include studies, external services, directly assigned staff, professional expenses, works or investments linked to the project and flat-rate overheads of 15%, depending on the rules of the strand and any calls for projects. Land and property purchases and notary fees are excluded.
Are you developing a new product, service or process linked to the ecological transition and still little tested in Normandy? The IDÉE Innovation scheme can help fund the pilot project, the trial and the actions needed to demonstrate its value and then share the results. It notably covers sustainable mobility, renewable energy, the circular economy and waste, energy/carbon-efficient construction, biodiversity, water, aquatic environments and air quality. The aim is to fund a concrete innovation, not a routine activity with no experimental dimension.

Who can apply
Eligible applicants notably include: associations, local authorities and groupings, farmers and their groupings, businesses of any size (very small businesses, SMEs, mid-caps and groups) subject to the reservation stated by the Region for businesses generating most of their turnover with business customers, public bodies, public and private educational establishments, public and private project owners of collective housing and tertiary buildings, trade unions and professional bodies, chambers of commerce and trades, joint syndicates, public interest groupings (GIP) and semi-public companies. The project must be located in Normandy and fall within the scheme’s themes.
Eligibility conditions
The project must offer an innovative or experimental solution, new or little tested in Normandy, contribute to regional energy, environmental or sustainable development objectives and provide for sharing the results and transferring experience. The criteria and costs may be specified or restricted by the specifications of the theme or call for projects. Land acquisition costs, property acquisitions and notary fees are excluded. The application must follow the timetable and rules applicable to the chosen strand.
What the scheme covers
The scheme can support projects in sustainable mobility, renewable energy, the circular economy and waste, energy/carbon-efficient construction, education for sustainable development, adaptation to climate change in coastal areas, biodiversity, water and aquatic environments, and air quality. Costs that may be taken into account include external study, assistance, expert, communication and equipment or premises rental services; qualified staff directly assigned to the project; directly related professional expenses; works and investments linked to the project; and overheads calculated at a flat rate of 15%, subject to the rules specific to the theme.
Amount and funding terms
The base rate announced by the Region is up to 50% of the total project cost excluding VAT (or including VAT if the applicant is not subject to VAT). Specific rates and caps may be set by thematic specifications. Certain topics may be the subject of calls for projects or expressions of interest one to three times a year. The budget and timetable should therefore be checked for the theme concerned; the general page does not set a single cap for all projects.
How to apply
1. Describe the environmental or energy problem the project addresses and the new solution proposed. 2. Show how the solution is new or little tested in Normandy and how its results can be reused or shared. 3. Draw up a detailed budget separating staff, services, professional expenses, investments and overheads. 4. Identify the strand or call for projects matching the theme, then check its specifications and timetable. 5. Apply to the Region before committing costs, after confirming the rules applicable to your call for projects.
Timeline
The general IDÉE Innovation page was updated on 22 June 2026. Some strands work through calls for projects or expressions of interest, sometimes one to three times a year; other arrangements may depend on the thematic specifications. Check the open application window and the rules on which costs are taken into account before starting.
