My Energy Savings Journey — ACT® Step-by-Step and ACT® Assessment for Non-Industrial Organisations

The 2026 aid targets non-industrial tertiary organisations of any size wishing to work on reducing their greenhouse gas emissions. ACT Step-by-Step requires a GHG assessment less than two years old covering the main emission sources and generally lasts 12 to 18 months. ACT Assessment requires a transition plan and generally lasts 3 to 6 months. The support must be provided by a consultancy trained and licensed for the relevant method.

Does your service company, association or other tertiary organisation want to structure its low-carbon pathway? ADEME’s “Mon parcours économies d’énergie” supports two complementary types of support: ACT Step-by-Step (Pas-à-Pas) to build a strategy and action plan, and ACT Assessment (Évaluation) to examine the maturity and alignment of a transition plan.

Who can apply

The scheme concerns non-industrial tertiary organisations of any size. Industrial companies should look at the separate PACTE Industrie programme. The support must be provided by a consultancy trained in ACT Step-by-Step or ACT Assessment and holding the licence to use the ACT tools.

Eligibility conditions

For ACT Step-by-Step, you need a GHG assessment less than two years old covering all significant emission sources. For ACT Assessment, you need a transition plan to be assessed. Both types of support focus on climate change mitigation. The provider must meet the training and licensing requirements of the chosen method.

What the scheme covers

ACT Step-by-Step helps define a decarbonisation pathway, prioritise levers and formalise an action plan. ACT Assessment analyses the robustness of the transition plan and its alignment with the Paris Agreement objectives. These missions do not replace the operational implementation of investments, but help prioritise decisions and structure how they are managed.

Amount and funding terms

The ADEME page presents aid towards the cost of the support, but the applicable amount depends on the 2026 eligibility and financing conditions and the type of mission. No figure for the rate or cap is given here, as it is not explicitly confirmed. Ask an eligible consultancy for a quote and check the funding before signing or starting.

How to apply

1. Check whether your organisation is in the non-industrial tertiary sector. 2. For ACT Step-by-Step, gather your recent GHG assessment; for ACT Assessment, prepare your transition plan. 3. Select a consultancy trained and licensed for the method. 4. Ask for the duration, deliverables, quote and funded share. 5. Consult ADEME’s 2026 conditions and apply via the platform before the mission starts.

Timeline

The ADEME page indicates a period from 1 January to 31 December 2026. Applications are subject to the financing rules and available funds. Check that applications are being accepted and the eligible start date before signing with the provider.
