Who can apply

Associations; SCICs; municipalities or other local authorities owning the premises; private companies, except groups or chains/franchises; holding companies whose accommodation is managed by an association. Not eligible: centres belonging to a works council (Comité d’Entreprise).

Eligibility conditions

The project must concern creating, rehabilitating or extending a hostel located in Grand Est, with at least 15 beds. The offer must combine shared dormitories, private rooms for two to four people and living spaces or collective services such as a shared kitchen, a coworking space, a left-luggage room, lockers or a bike store. Private companies are eligible except groups, chains or franchises; centres belonging to a works council and projects keeping heating oil as the main energy source after the works are excluded. Priority is given to projects with economic benefits and sustainable development commitments.

What the scheme covers

Eligible projects: programmes to create, rehabilitate or extend facilities for “hostels” with a minimum capacity of 15 beds, i.e. a hybrid accommodation offer providing: beds in shared dormitories; double to quadruple private rooms; a lively, friendly living space (games area, outdoor space, etc.); additional services meeting customers’ expectations — coworking space, shared kitchen, left luggage, secure lockers, meeting rooms, bike store, etc.; where relevant, food/bar services. Priority is given to investments with economic value, allowing the jobs maintained or created after the works to be measured, and to facilities that are, or are moving towards being, exemplary in sustainable development. Not eligible: hostel projects whose main energy source remains oil after the works. Eligible costs: works carried out by specialist businesses (not the project owner itself) that add quality to the group accommodation offer, with eligible costs above €125,000 excluding VAT; architect’s or project manager’s fees; all costs of creating or improving a swimming pool, spa, Finnish bath, sauna or hammam, only if the equipment installed meets sustainable development objectives, with technical justification (processes, materials, operating conditions, etc.) of the water and energy savings achieved in use after the works; the cost of the environmental approach procedure or the Destination d’Excellence label with the certifying body; costs of developing a digital offer, up to €5,000 of eligible costs. Not eligible: furniture (except fitted kitchens or fixed bathroom elements); equipment; non-fixed decorative elements; bedding; routine maintenance works; invoices for materials; property and land acquisitions; regulatory investment (compliance works alone).
