Who can apply

The catalogue targets the following beneficiaries: businesses registered in the National Business Register; carrying out, as their main or secondary activity, an independent professional production, processing, repair or service activity falling within crafts and appearing on a list set by Conseil d’État decree, whose APE code is listed in the NAFA classification (French classification of activities and crafts), or recognised as art craft businesses under the decree of 24 December 2015; with 0 to 3 employees; with turnover below €500,000 excluding VAT, with no exemption possible — this figure applies per business, not per establishment where there are secondary establishments, and the reference period is the last 2 closed financial years; being created, taken over or developing — for a business creation, the activity must not distort competition; independent (including franchisees); without a sales outlet, from the list of art craft businesses recognised by the decree of 24 December 2015; up to date with their social security and tax contributions; operating all year round. Not eligible: social and solidarity economy organisations outside the market sector; branches legally dependent on a major retail chain or on a business exceeding the thresholds set by the rules; SCIs. Check the declared activity, business size, legal form and establishment address with the funder (CA Arche Agglo) before applying.

Eligibility conditions

Conditions listed: subsidisable expenditure must be between €5,000 and €50,000. The business must carry out the planned investment within a maximum of two years from the date the notification letter is sent. Have the version of the rules, the applicable thresholds, exclusions and combination rules confirmed in writing. In particular, do not commit expenditure before checking whether prior application is required.

What the scheme covers

Operations mentioned in the catalogue: compulsory investment (notably resulting from health standards); capacity investment (to serve more customers in the catchment area, provided the market is poorly or insufficiently covered); productivity investment (to increase the business’s profitability and efficiency); investment linked to setting up or renovating the premises, new or second-hand (provided there is a deed authenticating the sale, the items are under the seller’s warranty and the seller certifies in writing that the equipment has never been subsidised): renovation investment (accessibility of the premises, façades, signs, lighting, interior fit-out, etc.); project management fees, advice from architects and interior designers, expert advice, study costs, etc.; equipment to secure the premises (cameras, metal shutters, etc.); energy-saving investment (insulation, lighting, heating, etc.); equipment investment: specific professional equipment, furniture, IT and digital equipment, professional commercial vehicles; communication materials and intellectual services (website, logo, visual identity, brochures, flyers, business cards, window graphics, mailings, emailings, etc.). Not eligible: acquisition of goodwill, premises or land; in a business takeover, buying the furniture or sign — only new investment is eligible; labour costs for works carried out by the business for itself; cost of materials and supplies for works carried out by the business for itself; property investment (structural works, parking, building extensions, walls, roof, slab, etc.); display equipment (showroom) or building up stock; removal and storage costs during works; fit-out/equipment of premises adjoining the home without a separate customer entrance; expenditure financed by leasing (or lease with purchase option, or long-term rental). For each item, prepare a separate quote and ask the managing body to confirm whether it is eligible, how VAT is treated, ancillary costs and any exclusions (second-hand equipment, in-house works, property, leasing or expenditure already aided).

Amount and funding terms

Amount recorded in the catalogue: a grant of 15% of eligible expenditure. A 10-point increase in the aid rate (giving a rate of 25%) will be granted for environmentally responsible investment targeting one or more of the following criteria: insulation works (to save energy); LED lighting; installation of an efficient heating system (for example a heat pump); purchase of a new electric professional commercial vehicle (aid capped at €3,000). Aid caps: for businesses whose expenditure is mainly (>50%) environmentally responsible investment (25% rate), the maximum grant is €12,500; for businesses mainly making other investments (15% rate), the maximum grant is €7,500. The aid cannot be combined with the aid for craft businesses with sales outlets. These parameters are indicative and should be compared with the rules currently applicable, the size of the business, the expenditure base used and the combination rules. Do not build your financing plan on the indicative amount alone.
