Who can apply
ELIGIBLE BUSINESSES: In regional aid (AFR) zones: SMEs as defined by the European definition in force, being created, developing or being transferred, registered in the RNE or with URSSAF (liberal professions) and with legal personality; mid-sized and large companies, new or existing, for an extension or diversification through initial investment in a new economic activity with a change of NACE2 code. In SME zones: SMEs as defined by the European definition in force; potentially mid-sized and large companies under the de minimis regulation. AID BENEFICIARIES: the property investment aid may be allocated either: to the aided business when it contributes at least 25% of eligible costs through self-financing or a bank loan; to leasing companies granting a property lease either directly to the aided business or through a property holding company, which pass the aid on to the aided business as an equivalent rent reduction; to property holding companies or semi-public companies that build on behalf of the aided business and pass the aid on as an equivalent rent reduction — property holding companies, which may be SCIs, property companies, SASs or SARLs, holdings or not, must be linked to the aided business within the meaning of the EU definition and form a single economic entity. ELIGIBLE FIELDS: all economic activities with at least 50% of turnover generated with professionals (B2B), and tourism activities. Excluded by regulation: fisheries and aquaculture; steel; coal; synthetic fibres; transport and related infrastructure; energy production and distribution; energy infrastructure. Creating and renovating workshops processing products from a farm are excluded when this activity is carried out within the same legal framework as the agricultural production activity.
Eligibility conditions
Applicant businesses must: have a sound financial situation; be up to date with their tax and social security obligations and all the regulations applicable to them; demonstrate their capacity to carry out the project given the public support requested. What the scheme covers
Land, except land in business parks whose development received financial support from the Communauté d’agglomération Seine-Eure; roads and utilities works within the plot; construction or extension works (these projects must comply with the energy regulations in force when the application is submitted); purchase of an existing building, for SMEs only; landscaping; fees for the technical aspects of the project (project manager, engineering firm); purchase of property assets when a business is bought out of court proceedings or on the manager’s retirement — only the cost of buying the assets from a third party unrelated to the buyer is taken into account. Not eligible: lease-back operations; property acquisition costs (notary, surveyor); photovoltaic panels; taxes; works carried out by the aided business or a linked business within the meaning of the SME definition; investment not linked to the property operation.
