Audiovisual and New Media Production Support — Documentaries

The scheme targets audiovisual documentaries. The catalogue mentions €40,000 for a one-off documentary of 26 to 52 minutes, €60,000 for one longer than 52 minutes and €75,000 for a documentary series. Production companies must document the format, costs, financing and territorial link. The precise criteria, application dates and applicable caps must be confirmed in the up-to-date official rules.

This scheme concerns audiovisual and new media documentaries. The application must justify the format of the work, the production company, the share of production in the Grand Est and the territorial criteria set by the rules. The amount and procedure must be assessed from the official page corresponding exactly to the scheme and the format of the work. This page is a starting point, but is not enough to confirm that a session is open or that a project is admissible.

Eligibility conditions

A production company with an APE code for film and/or video and television programme production at the time the grant is paid, established in France or in a member state of the European Union or the European Economic Area (Iceland, Liechtenstein and Norway). Conditions to check: appropriate APE code, role as delegated producer/co-producer, location of the company, production stage at the time of applying, share of production in the region and any limits on aid already in progress. This scheme concerns audiovisual and new media documentaries. The application must justify the format of the work, the production company, the share of production in the Grand Est and the territorial criteria set by the rules.

What the scheme covers

Costs mentioned: Documentary audiovisual works, a significant part of whose production (production activity, shooting, animation, post-production) is carried out in the Grand Est region, and intended for: a first broadcast on a television service, meeting the eligibility conditions for CNC financial support for audiovisual production (COSIP); services made available to the public on any fixed or mobile device with internet access, forming a coherent overall narrative universe, meeting the eligibility conditions for CNC support (WebCOSIP). The Grand Est Region may support an “independent work” without a television or web broadcaster, but only in the following cases: a first audiovisual or new media documentary by a director not previously supported (this can only be requested once per director); a work that has previously received writing or development support; a work by a director with an official festival selection or award. Eligible costs must be split between: employment — pay and social charges of authors, directors, composers and performers of the original soundtrack, technicians, actors and extras with a tax address in the Grand Est, and pay and social charges of producers and production teams when the company is established in the Grand Est; services invoiced by companies established in the Grand Est — production costs (animation), post-production, hire of sets, costumes and equipment, images and sound; logistics — travel, accommodation, catering. Forecast spending in the Grand Est must, where applicable, be at least equal to the total grants requested from local authorities in the area. Excluded: pornographic content or content inciting violence and racism; video games including serious games; news, magazines and reports (news, entertainment, variety); “flow” programmes (news, sport, talk shows, reality or scripted reality TV); sketches and collections of independent short modules; “bonus” material; commercial, advertising or corporate works; recordings or recreations of shows and award ceremonies, prizes or competitions; projects that previously applied for production aid (accepted or not) from the former Alsace, Champagne-Ardenne or Lorraine Regions, or projects that received aid from the Agence culturelle (“writing support”/“development support”) whose file has not been closed; heritage, museum or tourism projects not intended for audiovisual distribution. For film/audiovisual schemes, the official page generally specifies a detailed cost base and local spending obligations; only include items after checking the rules for the category concerned.
