Funding Support for Operational Employment Preparation (POE)

France Travail (public employment service) states that public and private employers can apply for the POEI after posting a job vacancy. The training and the aid are assessed case by case. The employer page specifies up to €5 net per hour of in-house mentoring, up to 300 hours, and coverage of external training on application, with duration caps of up to 450 hours, or 600 hours for certain groups.

Individual pre-employment operational training (préparation opérationnelle à l’emploi individuelle, POEI) allows an employer to train a candidate before hiring them when their skills need to be adapted to the job. The aid funds the training, through in-house mentoring or a training organisation, not the ordinary salary for the job after hiring.

Who can apply

Private or public sector employers that have posted a job vacancy with France Travail. The candidate is generally a pre-selected jobseeker, whether or not receiving benefits; certain people recruited in work-integration schemes or disabled workers in adapted enterprises may also be covered.

Eligibility conditions

The employer must be up to date with unemployment insurance contributions and social security contributions. In principle, it must not have made economic redundancies in the previous 12 months, unless an exemption applies. The training need and skills to be acquired are defined with France Travail; the employment contract must meet the authorised durations and types of contract.

What the scheme covers

The POEI funds training before taking up the job, delivered through mentoring within the company and/or by a training organisation. The duration, content, location and expected results must be set out in the validated plan. Ancillary costs are not automatically covered by this aid.

Amount and funding terms

The France Travail page indicates up to €5 net per hour for in-house mentoring, up to 300 hours. For external training, funding is assessed on the basis of the individual plan and quote; the maximum duration announced is 450 hours, up to 600 hours for certain groups. Final amounts depend on France Travail’s decision and any OPCO (skills operator) co-funding.

How to apply

Post the job vacancy, identify the candidate with the France Travail adviser, define the training plan and submit the funding application. Wait for validation and the agreement before starting the training. After training, hiring takes place under the agreed contract; keep the supporting documents and certificates of completion.

Timeline

This is not a call for projects with a fixed date. The application must be prepared before the training and validated by France Travail before it starts. The applicable parameters must be confirmed with the adviser handling the case.
