Aid for businesses setting up in vacant premises in a village centre

The scheme supports a business setting up in village-centre premises that have been vacant for at least a year. The listed expenditure covers fitting-out and finishing works: floors, partitions, electrics, plumbing, shop front or window. The catalogue indicates a grant of 30% of eligible expenditure, capped at €6,000, subject to location, exclusions and the current rules.

Empty premises in a village centre can once again become a business, a service and a place people visit if the set-up project is viable. This aid from the Pays d’Uzerche targets retail, craft and tourism businesses taking over premises that have been vacant for at least a year. It can help fund the fitting-out or renovation works needed to open, bring the premises up to standard or make the shop window more attractive.

Who can apply

Beneficiaries indicated in the catalogue: retail, craft and tourism businesses setting up in village-centre premises that have been vacant for at least a year. SCIs are eligible under certain conditions: where the SCI owns commercial premises for which it has already found a potential tenant, there must be a commercial or professional lease of at least 3 years between the owning SCI and the tenant business (if the activity lasts less than three years and no other activity occupies the premises within 6 months, the local authority may ask for all or part of the grant to be repaid); where the SCI is linked to the business that will occupy the premises because they have the same manager, the business or entrepreneur using the premises must be the majority partner of the SCI and the premises must be used for the business’s activities; where the SCI owns vacant commercial premises that it intends to let but has not yet found a tenant, it does not have to present a commercial lease at first, but the owner must undertake to do everything possible to find a tenant and prove that it is looking for one before the grant is paid — in this case only “general” investment (compliance, shop window, removal of signs, etc.) is eligible, and the commercial lease must be presented once the tenant has been found. Ineligible types of business: liberal professions (SCP, SEL, etc.); micro-enterprises where the micro-entrepreneur does not carry out the economic activity as their main occupation; associations without an economic purpose; businesses in difficulty. Ineligible activities: financial and insurance activities; legal activities (lawyers, bailiffs, notaries, etc.); expert appraisal activities; administrative service activities (training organisations, accountancy firms, freelancers working in HR, accounting, etc.); tourist accommodation not carried out as a main activity; rental of land and property; motorised transport of people and goods (driving schools, road hauliers, vehicle hire, taxis, etc.); medical and paramedical activities not listed in the ADELI directory, or health professionals without an RPPS number; and, more broadly, activities without an economic purpose. Check the legal form, size, sector, territory and any exclusions.

Eligibility conditions

Currently listed conditions: businesses must have their head office in the territory of the Communauté de communes du Pays d’Uzerche, or at least have a base there enabling them to operate (a secondary establishment, for example); be in a sound economic and financial situation with positive equity, whatever their legal form; comply with all applicable regulations, in particular employment law and tax and social security obligations; have turnover not exceeding €3,000,000; have a sales area not exceeding 400 m²; keep the aided investment for at least three years from the end of the operation; exclude the grant from distributable profits (no dividends paid out of the public grant); maintain employment for 3 years (barring exceptional circumstances); and inform the works council (CSE) of the award of public aid within 3 months (where applicable). The project owner must fund at least 20% of the cost. Expenditure must be between €2,000 and €25,000. In particular, check the application date, the incentive effect and the rules on combining aid before any commitment.

What the scheme covers

The works mentioned concern fitting out or renovating the premises, notably floors, partitions, electrical networks, plumbing, shop front and window. The application should document the vacancy of the premises, describe the works needed to set up and separate finishing works from ineligible costs. Where the owner or an SCI is involved, its status should be examined against the scheme’s conditions.
