IDEE Consulting: Circular Economy, Waste Prevention and Management

The scheme funds external consultancy, study, assistance or expert services in waste prevention and management and the circular economy. For a decision-support study (diagnosis, pre-diagnosis or feasibility), the maximum rate is 70% of forecast costs excluding VAT, with aid capped at €12,000. For a study prior to an investment, the maximum rate is 50%, with aid capped at €35,000. Projects are selected by the Region based on their technical and financial coherence and relevance.

Are you planning to reduce your business’s waste, recover materials, structure a new supply chain or prepare a circular economy investment? The Normandy Region’s IDÉE Conseil aid can cover part of the cost of the external studies and services needed to decide, test feasibility and prepare the project. It is aimed in particular at businesses not covered by the Normandy Development Agency’s aid, but also at local authorities, farmers, chambers of commerce and trades, educational establishments, associations and professional organisations.

Who can apply

Eligible: local authorities and their groupings, businesses not eligible for the Normandy Development Agency’s aid, farmers and farmer groups, chambers of commerce and trades, educational establishments, professional organisations and associations. The project must concern the circular economy, waste prevention or waste management in Normandy.

Eligibility conditions

The circular economy project must be consistent with the guidelines of the waste prevention and management strand of the SRADDET and with the regional circular economy strategy. The Region selects applications based on a technical, financial and relevance analysis. Only external study, assistance, consultancy or expert services are announced as eligible. Works or equipment purchases are therefore not in themselves the subject of this consultancy aid: the scheme serves to prepare and secure the investment decision.

What the scheme covers

This notably covers feasibility studies, pre-diagnoses and diagnoses that bring a project forward, as well as studies and audits prior to an investment: market or outlet study, characterisation of a waste stream, supply, technical feasibility, material recovery, creating a new supply chain or converting a site. Services must be carried out by external providers and consist of consultancy, study, assistance or expertise.

Amount and funding terms

The Region indicates two funding categories: 1) Decision-support studies — up to 70% of forecast eligible costs excluding VAT, within a limit of €12,000 of aid. 2) Studies prior to investment — up to 50% of forecast eligible costs excluding VAT, within a limit of €35,000 of aid. Indicative example: for a €10,000 feasibility study (excluding VAT), the theoretical 70% cap represents €7,000; for a €50,000 pre-investment study (excluding VAT), 50% represents €25,000. The amount awarded depends on the Region’s analysis and any specific specifications.

How to apply

1. Define the decision to prepare: waste reduction, reuse, material recovery, supply or a new supply chain. 2. Choose the right category: decision-support study (€12,000 cap) or pre-investment study (€35,000 cap). 3. Have an external provider draw up a detailed proposal, with objectives, deliverables, timetable and price excluding VAT. 4. Check the project’s consistency with the regional circular economy strategy and the scheme’s rules. 5. Contact the Region’s Circular Economy and Waste department before starting the service to confirm the application, documents and date from which costs are eligible.

Timeline

The regional page was updated on 19 December 2024. Specific calls for projects may change the rates or caps. Confirm with the Region the terms applicable on the date of application and do not start the service before checking the rule on which costs are taken into account.
