Business Creation and Takeover Grant in Fragile Territories (PCRTF)

Grant of up to €3,000 for certain projects creating or taking over a physical shop in a QPV, ZRR or FRR. The beneficiary must meet the programme’s social criteria, be supported beforehand and contribute at least 5% of the project’s needs.

Creating or taking over a shop in a priority neighbourhood or a fragile rural area can require a personal contribution the project holder does not have. The Bourgogne-Franche-Comté Region’s PCRTF specifically targets entrepreneurs in precarious situations who want to open or take over a physical shop in a targeted area. The bonus complements main funding and strengthens the founder’s contribution.

Who can apply

Project holders who are jobseekers, recipients of minimum social benefits or young people with no income, creating or taking over a business in Bourgogne-Franche-Comté. The business must be physically located in professional premises in a QPV, ZRR or FRR and have an area dedicated to selling to end customers. The sectors cited include retail and food retail, bars, restaurants and services.

Eligibility conditions

The beneficiary must lead the project as an individual, hold at least 50% of the capital if creating a company and be its manager. Combining it with another salaried or management activity is excluded by the regional fiche. A partner organisation (Initiative, France Active, BGE, chamber of commerce or trades, ADIE, etc.) must support the project holder before creation and give an opinion on the opportunity. Micro-enterprises are no longer eligible under the redefined scheme.

What the scheme covers

The bonus helps build up the contribution needed to launch or take over a physical shop: commercial premises, start-up equipment, stock and other needs set out in the business plan, according to the accepted financing plan. It is not standalone funding: it must be backed by co-financing and a supported project.

Amount and funding terms

The bonus is capped at €3,000 per project and may not exceed the amount of bank co-financing, microcredit or regional repayable advance. The project holder’s self-financing must represent at least 5% of total needs. The application must be received by the Region within six months of registration.

How to apply

Before registration, contact a partner organisation to study the project and check the address of the premises. Build the financing plan, justify the co-financing and personal contribution, then apply according to the regional procedure. The application must be received no later than six months after registration. Official source: https://www.bourgognefranchecomte.fr/index.php/node/448
