Before including this aid in your financing plan, have the scheme’s opening, the applicable rate and the eligible basis confirmed in writing.
Are you preparing a property project for a production, technology or innovation company, including a new location? This local business property aid may be worth checking if your establishment or project is within the area covered, to be confirmed in the local rules (the catalogue mentions Albert, in the Somme). The scheme listed covers in particular acquisition with works, construction, new purchases or works on an existing building, depending on the scale. Eligibility nevertheless depends on the project owner, activity, location, the eligible basis and the rules in force.

Who can apply
The catalogue identifies the following beneficiaries: companies of all sizes. The aid is granted to the company or to its lessor under a lease-financing arrangement. Check in particular the company size, legal form (including any SCI or property-holding companies), sector of activity, local presence and tax and social situation.
Eligibility conditions
Conditions available in the catalogue: the works must be covered by a building permit or a works declaration; instalments and balances can only be paid once the building permit or works authorisation has been obtained. If the property works are carried out by a tenant company, the owner’s authorisation is required and depends on the type of lease between them. Where the building is held by an SCI linked to the company, support takes the form either of investment aid to the SCI, which deducts it from rents, or of rental aid to the occupying company. Where the building is held by a third-party owner or investor, support takes the form either of property investment aid to the developer or of rental aid paid directly to the occupying company; the bases and rates are unchanged, and an agreement sets out the payment schedule for aid paid directly to the tenant. Where works are carried out by the tenant company with the owner’s prior agreement, the aid is paid to the tenant as project owner. These elements are not enough to guarantee eligibility. Ask for the current rules and check sector exclusions, the State aid regime, combination rules, maintaining the activity and any employment or environmental obligations.
What the scheme covers
Operations listed: for existing companies or new company locations — purchase of an existing building with works and/or extension; works on an existing building or extension of an existing building; new purchase or construction (excluding land purchase). Retail premises in Albert: only in the town centre, in the “Zone U” street frontage where a change of use of ground-floor shops is prohibited (area defined in the inter-municipal local plan, PLUi). Have the eligible costs confirmed item by item: acquisition, land, construction, extension, rehabilitation, fees, studies, utilities and roads, equipment or incidental costs are not necessarily treated the same way. Costs already incurred may be excluded if the application must be made before starting.
Amount and funding terms
The catalogue sets different rates and caps depending on the company’s size and the type of operation. Check the criteria, combination and the applicable regional rule. Amount from the catalogue — micro-enterprises (TPE): a grant covering 10% of the investment, capped at €10,000 for acquisition with renovation, extension, or renovation and extension of an existing building; €5,000 for a new purchase or construction; €5,000 for works on an existing building already owned; minimum aid of €500 (i.e. a minimum eligible basis of €5,000). SMEs: 10% of the investment, capped at €40,000 for acquisition with renovation and/or extension; €20,000 for a new purchase or construction; €20,000 for works on an existing building already owned; minimum aid of €1,000 (minimum eligible basis of €10,000). Large companies: 10% of the investment, capped at €80,000 for acquisition with renovation and/or extension; €40,000 for a new purchase or construction; €40,000 for works on an existing building owned; minimum aid of €4,000 (minimum eligible basis of €40,000). Bonus: an additional €10,000 can be granted to companies hiring more than 20 people on permanent contracts within 3 years of signing the property aid agreement, or for the location of an innovative company that adds value to the area and the local industrial ecosystem. For the companies concerned, the business property aid cannot be combined with the Communauté de Communes’ direct aid under the agreement signed with the Hauts-de-France Region; the most advantageous scheme will be chosen with the company. Do not turn this amount into a commitment of aid: the eligible basis, rate, caps, co-funding and available budget may change the actual support.
