IDEE Action: Decarbonised Mobility

The aid supports the decarbonisation of commercial fleets and the roll-out of alternative fuel infrastructure. For vehicles, the grant can cover up to 50% of eligible costs, within a cap that varies by energy, vehicle type and operation (purchase or retrofit). The scheme limits the aid to two vehicles per beneficiary. Hybrid vehicles that also use fossil fuel, second-hand vehicles and vehicles ordered before the application are not eligible.

Are you replacing a van, a heavy goods vehicle, a minibus or a commercial fleet in Normandy? The IDÉE Action Low-carbon mobility regional aid can reduce the extra cost of a vehicle running on electricity, hydrogen or BioNGV, or fund a retrofit operation. It also covers BioNGV and hydrogen refuelling station projects, as well as certain charging infrastructure for heavy vehicles via the ERDF. The project must be located in Normandy and the application must be submitted before any order or purchase.

Who can apply

Local authorities and groupings, semi-public companies and local public companies, energy syndicates, public bodies not reporting to the State, associations and businesses of any size, provided they do not fall under the regional Impulsion Environnement or Normandie Carbone schemes. Farmers may be concerned only for purchasing NGV vans that refuel at a bio-CNG station directly connected to a Normandy anaerobic digester. Private individuals are not eligible. The project must be located in Normandy.

Eligibility conditions

The vehicle must be powered exclusively by electricity, hydrogen or renewable natural gas. This notably covers N1 vans, heavy goods vehicles, specialised vehicles, 7- to 9-seat minibuses, coaches and buses. Plug-in or self-charging hybrid vehicles using fossil fuel are excluded. Vehicles must be new and never registered, except for an eligible retrofit; second-hand, demonstration, employee or courtesy vehicles are excluded. The application must be received by the Region before the order or purchase. The aid is limited to two vehicles per beneficiary. Combination with other public aid is possible within regulatory limits; for a new vehicle, the total may not exceed the eligible extra cost excluding VAT. The regional aid cannot be combined with certain other Region schemes, notably Trans’sport en Normandie, Émergence ESS and Impulsion Environnement.

What the scheme covers

Possible costs and operations: purchase of eligible new commercial vehicles; retrofit of vehicles previously running on fossil fuels; long-term leasing, with or without a purchase option, for vehicles running exclusively on hydrogen; creation or upgrade of BioNGV and/or hydrogen refuelling stations. Electric charging infrastructure for heavy vehicles over 3.5 tonnes is directed to the corresponding ERDF scheme. For vehicles, the grant is calculated on the extra cost compared with an equivalent Euro VI diesel or on the cost directly linked to the retrofit, as the case may be.

Amount and funding terms

For vehicles, the aid is capped at 50% of eligible costs. For eligible purchase or leasing, the base is the extra cost compared with an equivalent Euro VI diesel vehicle; for retrofit, it is the conversion cost directly linked to the operation. Caps published by the Region: BioNGV purchase — €2,000 for vans up to 3.5 t and minibuses/specialised vehicles up to 3.5 t, €6,000 between 3.5 and 7.5 t, €10,000 above 7.5 t; BioNGV retrofit — €3,000, €3,000, €7,000 and €20,000 respectively. Electric purchase — not eligible for vans up to 3.5 t, then €3,000, €10,000 and €30,000 depending on the category; electric retrofit — €4,000, €4,000, €12,000 and €40,000. Hydrogen purchase — caps of €20,000, €20,000, €30,000 and €40,000. For BioNGV/hydrogen stations, the rate is set case by case according to the project and the funding available. Electric charging infrastructure for heavy goods vehicles over 3.5 t falls under the dedicated ERDF scheme. The available budget and the number of vehicles supported may limit awards.

How to apply

1. Identify the vehicle category, its gross vehicle weight, its energy and the planned operation (purchase or retrofit). 2. Calculate the eligible extra cost compared with an equivalent Euro VI diesel vehicle, or the retrofit cost. 3. Prepare the quote and the technical specifications of the vehicle or infrastructure project. 4. Apply to the Region before ordering or buying the vehicle. For a station or heavy vehicle charging project, check the applicable scheme with the Region, notably the ERDF. The Region’s official page and downloadable scheme fiches detail the application route.

Timeline

The Region indicates that applications are reviewed on a rolling basis. The official page was updated on 10 July 2026; awards depend on the available budget. The application must precede any order or purchase of the vehicle.
