IDEE Action: Renewable Energy Production
The regional aid targets investments that produce renewable energy or recover waste heat in Normandy. The financial terms and costs taken into account vary by technology: the official annexes specify the applicable equipment, technical criteria and caps. Businesses should in particular check whether they fall instead under the Impulsion scheme of the Normandy Development Agency (AD Normandie). Private individuals are not eligible.
Are you preparing a renewable energy production installation in Normandy? The Region’s IDÉE Action scheme supports wood energy, anaerobic digestion, heat-pump geothermal, self-consumption photovoltaic, solar thermal and waste heat recovery projects. It is an investment grant reviewed on a rolling basis. Eligible businesses, local authorities, associations and other applicants can reduce the cost of their project, provided they meet the criteria specific to the technology and apply before any commitment.

Who can apply
Beneficiaries must be established mainly in Normandy. They notably include: local authorities and groupings, delegated operators, semi-public companies and local public companies with majority public capital, public bodies, educational establishments, associations, energy syndicates, businesses not eligible for the AD Normandie Impulsion scheme, public service delegation companies, project owners of collective housing and tertiary buildings, and citizen groups with a legal structure. Farmers and their groupings may be concerned, with specific exclusions for anaerobic digestion and certain solar thermal projects linked solely to the farm. Private individuals are excluded.
Eligibility conditions
The project must be carried out in Normandy and correspond to one of the technologies covered by the scheme. The technical conditions and eligible costs must be checked in the official annex for the technology. Eligible businesses are those that do not fall under the AD Normandie Impulsion scheme, except in specific cases of public service delegation. The online application must be submitted before any commitment, in particular before signing a quote or notifying a contract.
What the scheme covers
Technologies covered by the general scheme: wood energy; anaerobic digestion; heat-pump-assisted geothermal; self-consumption solar photovoltaic; solar thermal; waste heat recovery and use. Eligible equipment and works differ from one technology to another: the Region provides a technical annex for each. The project must demonstrate its link with renewable energy production or waste heat recovery.
Amount and funding terms
The scheme is an investment grant. The general page does not give a single rate for all technologies: the rate, caps and eligible costs are set in the annex for the project (wood energy, anaerobic digestion, geothermal, solar thermal, waste heat or self-consumption photovoltaic). Before building the financing plan, select the annex for the technology concerned in the official “Documents to download” section.
How to apply
1. Determine the project’s technology and consult the corresponding technical annex on the Region’s page. 2. Check the technical criteria, eligible beneficiaries, costs taken into account and caps specific to that annex. 3. Prepare the financing plan, quotes and technical details of the project. 4. Apply online before signing any quote, placing any order or notifying any contract. For a self-consumption photovoltaic project, consult the dedicated annex and check whether the project falls under this scheme or a complementary strand.
Timeline
The regional page, updated on 20 February 2026, indicates that applications are reviewed on a rolling basis. The application must be submitted before any commitment. The financial and technical rules are set out in the annex for each technology.
