IDEE Innovation: Ecological Transition
The aid takes the form of a one-off start-up grant. The base rate can reach 50% of eligible costs excluding VAT; a higher rate may be considered for certain projects located in a priority neighbourhood, an eligible rural area or a “Territoires durables 2030” area. The Region sets the amount after review: the minimum request is €1,500. Costs can be taken into account from the date of application, not before.
Through IDÉE Innovation ecological transition, the Normandy Region supports new initiatives that change environmental practices: a service, tool, awareness action or trial still little developed in the region. The scheme notably targets organisations that are not specialised in ecological transition education but build this issue into their activity. For a business or association, the benefit is funding the launch of a pilot project and producing reproducible results, rather than simply funding day-to-day operations.

Who can apply
Those concerned notably include associations under the 1901 law, local authorities and public bodies, training establishments, and certain social and solidarity economy businesses (SCOP, SCIC, CAE). The project must be carried out in Normandy and be new, innovative or experimental. An organisation that has already received regional aid may submit a new, separate project; a project already funded by IDÉE Innovation must then fall under the appropriate regional scheme.
Eligibility conditions
The project must create an initiative, service or tool still little tested in Normandy, with a strategy for dissemination or transfer of experience. The application must present the project, a balanced budget, the financing plan and the start and end dates. Support depends on the funds available and the Region’s analysis. Costs can only be taken into account from the date the application is submitted.
What the scheme covers
Eligible costs are determined after analysing the project. Excluded: investment costs (large equipment, works, construction, land), salaries of State employees, school activities for primary and lower secondary schools, and voluntary contributions such as volunteering or free services. For an event, only the costs linked to its ecological transition component are taken into account.
Amount and funding terms
**Type:** one-off flat-rate grant. **Reference rate:** up to 50% of eligible costs excluding VAT (or including VAT for an applicant not subject to VAT). A higher rate may be offered in certain priority, rural or “Territoires durables 2030” areas. **Threshold:** a request below €1,500 is not admissible. The final amount depends on the project’s ambition, budget and financing plan; do not apply the maximum rate automatically.
How to apply
